IV.A. HB 4393 (O'Neal) Unworked Hours Credit
Description:
Provides for a service credit for public school employees' unworked hours incurred in conjunction with a temporary suspension of in-person instruction under an emergency order or state of emergency. |
IV.B. SB 192 (Hertel) Medically Accurate PD & Instruction on Suicide
Description:
Before the 2022-23 school year, a district shall provide age-appropriate and medically accurate instruction for students and professional development for school personnel regarding the warning signs and risk factors for suicide and depression and the protective factors that help prevent suicide. The department shall develop or select a model program that would be made available to districts. A board shall ensure that notice to parents includes a description of the instruction described above. If a district is using an MDE provided model, they must also notify parents. The bill contains language that states that "the legislature shall provide for funding to a school district or public school academy for any increase in cost related to compliance with this section." |
IV.C. SB 193 (Hertel) Bullying Prevention
Description:
School Boards shall update their policy on bullying at school annually, and any updates or changes must be subject to a public hearing. The hearing can be a part of a regular board meeting. The bill states that the board must provide notice of the change to parents and pupils using social media and at least one other communication method regularly used. |
IV.D. HB 4326 (VanWoerkom) MMC Foreign Language
Description:
Amends the Michigan Merit Curriculum to allow for computer coding to fulfill the foreign language requirement. |

IV.E.1. HB 4310 (Koleszar) MME Funding Requirement Suspension
Description:
Suspends the requirement that districts administer the Michigan Merit examination to receive state school aid funding for the 2020-2021 school year. |

Description:
Suspends the requirement administration of the Michigan merit examination for 2020-2021 school year. |
IV.F. HB 4294 (Paquette) Substitute Teachers
Description:
Provides an exception for the college credit requirements for substitute teachers. This individual must have a high school diploma or equivalency certificate and work at the district or ISD. If the employee’s current salary is higher than a substitute teaching salary, the board must ensure that their salary would not be reduced. If the employee’s salary was less than a substitute, the district must provide that individual with a salary for a substitute in their district. An individual who declines the offer to be assigned as a substitute teacher must not be terminated for that choice. There is a sunset in the proposed bill, only allowing for this change until June 30, 2026. |

IV.H. School Bus Safety Package
Description:
Taken together, the bills would amend various acts to prohibit unauthorized individuals from entering a school bus without the driver’s permission and to allow school buses to have stickers alerting individuals as to the prohibition.

IV.H.1. HB 4201 (O'Malley) Penalties for Entry
Description:
Amends the Pupil Transportation Act to prohibit an individual from entering a school bus without the school bus driver's permission. The prohibition would not apply to students, preschoolers, teachers, school employees, chaperones, or other persons authorized to protect the property, health, safety, and welfare of students or others. A person who is not authorized and enters a school bus without permission or impedes the progress, operation of a school bus is responsible for a civil infraction and a $500 fine.

IV.H.2. HB 4202 (Carter) Stop Arm Camera Video
Description:
Allows a school bus to be equipped with a stop-arm camera system in accordance with the Pupil Transportation Act. The bill would require a school bus that uses a stop-arm camera system to provide a recorded video or photograph if requested by an investigating law enforcement agency for use as evidence in a proceeding involving a vehicle’s failing to stop for a school bus or passing a school bus. |
IV.H.3. HB 4203 (Jones) Safety Sticker
Description:
Allows a sticker to be affixed to the side of a school bus that reads as follows: "An unauthorized person attempting to board or boarding this school bus is subject to a civil infraction and may be ordered to pay a civil fine of not more than $500.00." |
IV.H.4. HB 4204 (VanWoerkom) Installation of Stop-Arm Cameras
Description:
Allows a school bus to be equipped with a stop-arm camera system. Under the bill, a school could either install and operate a stop-arm camera system on a school bus or enter into a contract with a private vendor to install and operate it. |
IV.I. HB 4191 (Hornberger) Popular Elections of ISD Boards
Description:
Allows for the popular election of ISD board members and makes all boards consist of seven members. |
IV.J. HB 4167 (Berman) Liliana's Law
Description:
Requires health and safety inspections of each school building on the school premises by an ISD board member or their designee. Under the bill, a "school building" includes a building primarily used to provide instruction to pupils and a recreational or athletic structure used by pupils. No later than 14 days after the inspection, the individual must submit an inspection report to MDHHS that details any health and safety violations found, as well as a statement detailing the modifications or remedial measures that will occur to address the violation. No later than 14 days after the inspection report is submitted, the individual who submitted the report must submit a statement that the modification or remedial measure was completed. The bill would also require that the inspection report be posted on the ISD’s website. |

V.A. HB 4375 (Johnson) Critical Shortage & Retirement Benefits
Description:
Extends the sunset that allows certain retirees to work without losing retirement benefits while providing certain services to schools in an identified critical shortage discipline, or as a substitute teacher, instructional coach, or school improvement facilitator. These provisions were already in the act with a sunset of July 1, 2021; the bill would move the sunset to July 1, 2031. |

Description:

Description:
Would amend the Public School Employees Retirement Act to require that the pension and retiree health care payroll growth assumption rate for a reporting unit be 2.25% for fiscal year (FY) 2021-22. The bill would effectuate level dollar amortization for the Michigan Public School Employees’ Retirement System (MPSERS) one year sooner than current law under current estimates. |
