16.A.2. are equipped with two-point seat belts
16.A.3. are equipped with three-point seat belts; and 
16.B. The estimated cost to the district to equip all buses with three-point seat belts

17.A.1. to deliberate the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee
