II.D.2)a. 2024 National School-Based Health Care Conference: Melea Belton, Director of Behavior/Mental Health Services, is requesting Board approval for one behavior/mental health specialist to attend the 2024 National School-Based Health Care Conference in Washington, D.C., from June 30-July 2, 2024. The conference will allow the specialist to attend intensive training sessions to further their knowledge surrounding school-based health services to support their work in the new Grand Ledge Health Center. Costs are covered by grant funds.

II.D.2)b. Community Anti-Drug Coalitions of America (CADCA) 23rd Annual Mid-Year Training Institute: Kim Thalison, Director of School Wellness & Prevention Services, is requesting Board approval for her and one prevention specialist to attend CADCA’s 23rd Annual Mid-Year Training Institute in Chicago, Illinois, from July 14-18, 2024. The conference will provide participants with an opportunity to learn about national trends and best practices for prevention practices. Costs are covered by grant funds.

II.D.2)c. National Association for the Education of Homeless Children and Youth (NAEHCY) Conference 2024: Kim Thalison, Director of School Wellness & Prevention Services, is requesting Board approval for one prevention specialist to attend the NAEHCY Conference in Orlando, Florida, from November 16-19, 2024. The purpose of the conference is to align best practice procedures, outreach, and identification of youth experiencing homelessness. Costs are covered by grant funds.

II.D.2)d. ACTE CareerTech Vision 2024 Conference: Vlad Lebedintsev, Assistant Superintendent for Career & Technical Education, is requesting Board approval for him and one additional CTE administrator to attend the ACTE CareerTech Vision 2024 Conference in San Antonio, Texas, from December 4-7, 2024. The conference will allow the participants to learn the most recent and exciting best practices in Career and Technical Education. Costs are covered by 61i grant funds.

II.D.3) EIEA Master Agreement: Eaton RESA and the EIEA reached a tentative agreement on May 22, 2024, for a successor master agreement to take effect July 1, 2024. The EIEA recently ratified this tentative agreement. Based on review of the tentative agreement, the Superintendent recommends that the Eaton RESA Board of Education approve the EIEA Master Agreement for July 1, 2024, through June 30, 2028, and authorize the Board President and Treasurer to execute this four-year agreement.

II.D.4) Eaton RESA FERPA – HIPAA Information Sharing Parameters: The Superintendent is requesting that the Board approve the Eaton RESA FERPA – HIPAA Information Sharing Parameters document developed in concert with Clark Hill PLC for all Eaton RESA employees, effective July 1, 2024.

II.D.5) 2024-25 Charlotte Public Schools Food Service Agreement: Tina Monroe, Executive Director of Finance & Operations, is requesting that the Board authorize the Superintendent to execute an agreement with Charlotte Public Schools Food Service to continue to provide meals and snacks for Meadowview and GSRP programs at Galewood Early Elementary and Meadowview School for the 2024-25 school year at an estimated cost of $83,000. The District will receive federal reimbursement to offset the cost.

II.D.6) Relevant Academy Business Service Agreement: Eaton RESA has been providing business services for Relevant Academy since fiscal year 2018-19. The current service agreement ends June 30, 2024. Under the current agreement, fees are 3% of foundation, or a $10,000 minimum. A continuation of services is desired. Tina Monroe, Executive Director of Finance & Operations, is requesting that the Board authorize the Superintendent to execute a two-year service agreement from July 1, 2024, through June 30, 2026.

II.D.7) 2023-24 Final Budget Revisions: Tina Monroe, Executive Director of Finance & Operations, is requesting that the Board approve the 2023-24 Final Budget Revisions that were presented as an information item at the May 15, 2024, Board meeting. Board approval is required for the General Fund, Special Education Fund, Career & Technical Education Fund, Food Service Fund, and Student Activity Fund.

II.D.8) 2024-25 Proposed Budgets: Tina Monroe, Executive Director of Finance & Operations, is requesting that the Board approve the 2024-25 Proposed Budgets for the General Fund, Special Education Fund, and Career & Technical Education Fund based on support from four of our local constituent district Boards of Education. Tina is also requesting that the Board approve the proposed budgets for the Food Service Fund and Student Activity Fund. Board approval of the 2024-25 operating budgets is required prior to July 1, 2024.

II.D.9) 2024 Property Tax Levy: The District collects property taxes in the summer and winter. The summer tax levy needs to be submitted to local taxing units no later than June 30, 2024. Tina Monroe, Executive Director of Finance & Operations, is requesting that both the summer and winter tax levy be approved at this time to simplify the process.

II.D.10) Conflict of Interest: Mary Ann Schmedlen, Mathematics Consultant, has been offered the opportunity with the Michigan Association of Intermediate School Administrators (MAISA) to co-present a session at the Early Math Leadership Institute in Grand Rapids on August 5, 2024. MAISA will pay Mary Ann up to $500 for planning/preparation. They will also provide her hotel accommodations, mileage, and meals. Nate Leale, Assistant Superintendent for Instructional Services, is requesting that the Board approve Mary Ann Schmedlen to contract directly with MAISA for the Early Math Leadership Institute, as per Board Policy 1130, to work outside of her current role and work schedule at Eaton RESA.

II.D.11) Substance Abuse and Mental Health Services Administration (SAMHSA) Notice of Funding Award: Kim Thalison, Director of School Wellness & Prevention Services, is requesting that the Board authorize the Superintendent to accept a Notice of Funding Award from SAMHSA in an amount not to exceed $125,000. This funding opportunity provides training support for Youth Mental Health First Aid and other related training in Clinton, Eaton, and Ingham Counties. This award is from September 30, 2024, through September 29, 2025.

II.D.12) Maple Valley Schools Parent Advisory Committee (PAC) Representative: The Maple Valley Schools Board of Education recommended that Ryan Rosin be appointed to serve on the Eaton RESA Special Education Parent Advisory Committee at their Board meeting on May 13, 2024. Dr. Sarah Parker, Director of Meadowview Programs & Technical Assistance, is recommending that the Board approve this appointment to the PAC.

II.D.13) 2024-25 Special Education Administrator Agreement with Maple Valley Schools: Kelly Hager, Assistant Superintendent for Special Education, is requesting that the Board authorize the Superintendent to execute an agreement with Maple Valley Schools for the continuation of a 0.5 FTE Special Education Director for the 2024-25 school year in an estimated amount of $60,176, which will be a bill back to Maple Valley Schools through the Special Education Funding System.

II.D.14) Increase in FTEs for Special Education: Through our special education funding system, an annual review of related service staff is completed in coordination with our local districts. As a result of this review, Kelly Hager, Assistant Superintendent for Special Education, is requesting that the Board approve the increases of a 0.7 FTE School Social Worker at an estimated cost of $60,713 and 0.2 FTE School Psychologist at an estimated cost of $22,638 for the 2024-25 school year.

II.D.15) Administrative/NONA Salary Schedule for 2024-2025 and Sick Leave Payout Benefit: The Superintendent is requesting Board approval of the administrative/NONA salary schedule for 2024-2025 and the additional benefit of a sick leave payout for staff who retire from Eaton RESA, effective July 1, 2024.

II.D.16) Relevant Academy Board Member Recommendation: Based on the recommendation of Lauren Blakely, Executive Director of Relevant Academy, the Eaton RESA Superintendent is requesting that the Board approve the appointment of Sara Storer and Chris Wierenga to serve a three-year term effective July 1, 2024, through June 30, 2027, to the Relevant Academy Board of Directors.
