To establish a designated account for funds raised or donated in support of the Class of 2028, specifically for their May 2027 junior prom.

A list of updates and a copy of the 2026-27 Employee Handbook are attached.

Associate Principal Bell noted that the student handbook has been updated on Page 6 to remove outdated language due to new opportunities that are available to students for enrolling in courses, such as Gateway academies, Start College Now, etc. 

Wisconsin 2023 Act 12 created a new annual legal reporting requirement for public high schools, as outlined in Wis.Stat. 118.124. Under the law, schools must report data to the Department of Pubic Instruction on any crimes occurring on school or district property. SRO Mike May has provided the data for the 2025-26 school year.

President Schwartz and Superintendent Francois toured the construction site on Thursday, July 23, and will report to the board on key observations and happenings.

Superintendent Francois will present the proposed 2026-27 budget update for the Board's review.

Last month, the board was asked to consider WUHS's participation in SWSA for the 2026-27 school year (July 1, 2026-June 30, 2027) at an annual fee of $3,700. SWSA is a coalition of southeastern Wisconsin school districts that pools resources, with CESA 1 as operator and fiscal agent, to provide shared services and a unified voice for state-level legislative advocacy on policy and funding issues affecting member districts. Additional information provided by the Executive Director follows.

SWSA is a smaller, more nimble group that can speak to the context of Southeastern Wisconsin students vs. the entire state. Unlike PAC groups, district administrators AND board members come together to collaborate in SWSA meetings.

SWSA is unique in that we have a dedicated contract lobbyist located in Madison, who maintains strong relationships with elected officials. It would be cost-prohibitive for a district to contract with a lobbyist individually. Through SWSA, members share the cost of retaining a lobbyist, who helps direct our regional advocacy strategy and tactics. 

There are times when SWSA has taken a lead role in advocacy, such as in the Act 20 trailer legislation. In the last two years, we have also stepped up our media efforts by writing several Op-Eds that were published in Milwaukee Journal Sentinel, Ozaukee News Graphic, Washington County Daily News, and the Fox Cities Post Crescent to help educate the broader community (and state) on key K-12 education issues. 

As a group, SWSA prepares advocacy guides and materials for members. While we're currently working on materials for 2026, two examples of handouts that we created in 2024 and 2025 are Public School Funding Overview and A Disparity in Special Education Funding. 

Second reading - This Special Update is issued in response to 2025 Wisconsin Act 89 (Wis. Stat. 118.07(7)), enacted in March 2026, that requires all public and private schools to adopt formal policies by September 1, 2026, governing appropriate communication between employees and students both during and outside school hours. The law mandates annual staff training to help school personnel identify, prevent, and report "grooming" behaviors and professional boundary violations. Furthermore, it requires schools to establish clear consequences for these violations, which can include the termination of employment.
