8.d. Acknowledge American Indian Advisory Committee's Annual Compliance Vote of Concurrence

Description:
Annual Compliance Overview Minnesota Statutes, section 124D.78 requires Minnesota districts, charters, and tribal schools with 10 or more American Indian students to have an American Indian Parent Advisory Committee (AIPAC). Specifically, the statute cites that school boards and American Indian schools must provide for the maximum involvement of parents and children enrolled in education programs, programs for elementary and secondary grades, special education programs, and support services. To be compliant with this statutory requirement, districts, charters, and tribal schools are required to submit annual compliance documents to the Office of American Indian Education (OAIE). Also known as the vote of concurrence or nonconcurrence, annual compliance is a valuable opportunity for American Indian Parent Advisory Committee members to meet and discuss whether they concur with the educational offerings that have been extended by the district to American Indian students.

8.e. Approve Amended 2023-2024 School Calendar

Two recommended changes:
1. The original calendar omitted the 8th of May. This resulted in Graduation being a day off. 2. March Parent-Teacher Conferences are scheduled for 19-20 March. Potential conflicts with the state basketball tournament can be avoided by switching to 18-19 March instead.

Sally has been with the district for 21 years. She plans to retire from Teachers Retirement Association for one-day and then return to work in the fall.

8.i. Approve Spanish Club Trip - Spain in Spring of 2024

Description:
Ms. Durgin has polled her Spanish students and families. Seventeen students have expressed an interest in attending. The majority of the trip will occur following the state basketball tournament during spring break of 2024. The students will follow a program of emersion with a Spanish family as well as taking cultural awareness trips. Ms. Durgin plans on having one additional Chaperone. Currently the United States State Department does not have any warnings for American travel to Spain.

9.a. Approve FY23 Revised Budget

Description:
The 2023 budget represents Revenues of $8,552,970 Which is an increase of $97,820 over the preliminary budget.
The major factors leading to the increase in revenue: 1. +$73,500 in donations for the new scoreboards. 2. $45,000 from CNA and E Rate Grant 3. Increased interest rates have resulted in $45,000 in additional rev. 4. Summer Lunch Program revenues will decrease by ($105,000) Overall expenditures decreased by ($179,814). Salary expenditures decreased by ($231,868) 1. Bus mechanic 2. SLPA 3. Eng Teacher 4. An overestimate on insurance and 403b Non-salary expenditures increased by $18,401. 1. + Scoreboard 2. + Transportation repairs 3. + Bus mechanic 4. + LTFM Gym Roof 5. -Utilities 6. - Fuel 7. -SLP Overall, NPS should realize $45,074 of revenues over expenses.

9.b. Approve Resolution Authorizing Lease-Purchase Agreement for 2024 Bluebird Bus

Stock Growers Public Finance, LLC has offered us a competitive rate of 3.35% on a 4-year lease-purchase agreement for $127,877.02. We will have five total payments concluding with a $1.00 buyout. See attached documents
