E.2. Recommend Approval to Contract for a School Psychologist through Sunbelt Staffing, LLC for Fiscal Year 2023-2024
|
E.2.a. District administration recommends approval to contract for a school psychologist through Sunbelt Staffing, LLC. The district has been unable to hire a school psychologist. In addition, the vendors awarded under FW RFQ 22-01-26 are also unable to provide a school psychologist to the district. Ms. Camacho reached out to several other staffing companies and was able to find a bilingual school psychologist through Sunbelt Staffing. The district would utilize pricing through the Washington Elementary SAVE Contract # 19.015. The estimated total cost for a full-time psychologist is $140,000.

E.3. Recommend Approval of FY2024 School Facilities Board Capital Plan
|
E.3.a. District administration recommends approval of the attached School Facilities Board capital plan. The Arizona School Facilities Board (SFB) requires a capital plan to be submitted each year. The plan includes enrollment projections. The attached FY 2024 Capital Plan assumes flat enrollment. The District is not requesting funds for new school construction from SFB.

E.4. Recommend Approval of Two Fencing Projects by Chasse Building Team
|
E.4.a. District administration recommends approval to contract with Chasse Building Team to complete two fencing projects. The first project is to demo and remove existing chain link fence and install approximately 412 feet of new wrought iron fence at Homer Davis Elementary School. The cost is $82,347 funded with District Additional Assistance. The second project is to install approximately 485 feet of wrought iron fence at the Community Learning Center. The cost is $70,083 funded with ESSER III. Both projects are designed to increase security at the respective sites. The purchase would utilize pricing through the 1GPA JOC Contract # 18-15PV. The total cost for both projects is $152,430.

E.5. Recommend Approval of Chromebook and Licensing Purchase from Bluum USA, Inc.
|
E.5.a. District administration recommends approval to purchase 310 Chromebooks and licenses from Bluum to replace damaged and missing devices around the District and to meet increased demand. The cost of 310 Chromebooks and the accompanying Chrome Management Licenses will be approximately $81,100. With this purchase, the District would exceed the $100,000 threshold with this vendor given our other recent purchases, thus necessitating Board approval. This purchase would utilize Mohave pricing under state contract 20F-TROX-1003, which we have determined to be fair and reasonable relative to other vendor pricing.

F. New Business

F.1. Recommend Approval of Research Request: Building Insights through Observation
|
F.1.a. District administration recommends approval to participate in the "Building Insights through Observation" research study. Caitlin Brenton, FWJH eighth grade science teacher, has expressed interest in the study and has initiated this request. Participation in the study would not disrupt the use of the District's adopted curriculum. The study would investigate how students build visual thinking skills over time. Participating students would be shown an image with data from a real scientific study; researchers would interview students via video-conference regarding their observations, with interviews conducted in the beginning of the year and again at the end of the year to evaluate growth. Participation would be optional and would require parent consent.

F.2. Review of Policy Revision to Policy JFB - Open Enrollment
|
F.2.a. District administration presents for review proposed revisions to Policy JFB - Open Enrollment, with no action to be taken at this meeting. The revisions add language explaining that appeals of open enrollment denials may not occur within the current school year; by contrast, appeal procedures apply only to open enrollment denials for the subsequent school year. This change is designed to ensure students enroll immediately in their home school rather than attempt to wait out a lengthy appeal process. The accompanying policy draft includes underlined text to indicate the new language.

F.3. Recommend Approval of Revisions to Special Activity and Compensation (SAC) Schedule for 2023-2024
|
F.3.a. District administration recommends approval of revisions to the SAC Schedule for FY2023-2024 to add clarity and consistency regarding stipends associated with Special Olympics. The revisions would clarify the difference between the stipend for serving as a Special Olympics coach at one site versus two sites and would reinstate stipends for Special Olympics coaches and assistant coaches at FWHS.
