V. CALL TO PUBLIC

V.A. Pursuant to Federal Public Law 103-382, Title 8 (Impact Aid), and the District's Indian Education Policy (IGAK), this call is for any member of our district. The public is cautioned about making statements against employees of the District that may be considered slanderous. A further reminder, the minutes of this meeting are public record and may be used in other proceedings. This is the time that the public may speak to the Governing Board on any issue including agenda items. Action taken as a result of public comment will be limited to directing staff to study the matter, or to reschedule the matter for further consideration and a decision at a later date if it is not already on the agenda. Comments under Call to Public will be limited to four minutes.

IX.C. Character Counts Curriculum Sixty-Day Review- Ms. Tomlin
Description:
Indian Wells Elementary School is requesting a 60-day review of Character Counts as a character building program at Indian Wells Elementary. The program is an approved provider through the Arizona Department of Education and will be funded through Title I funding. The 60-day review materials will be posted on the website under curriculum review.

IX.D. Qualified Evaluators- Dr. Koerperich
Description:
Each year, the Governing Board designates district employees who are qualified evaluators to serve as evaluators for the District teacher performance evaluation system. HUSD #3 is recommending the following qualified evaluators, who have attended qualified evaluator training, as evaluators for the district's performance evaluation systems for the 2023-2024 school year: Charles Haussman, Robbie Koerperich, Kevin Fosburgh, Clete Hargrave, Cheri Grau, Jeri McKinnon, Nichole Tow, Andrea Tomlin & Jeff Meeks.
Recommendation: Discussion and consideration to approve qualified evaluators for the 2023-2024 school year as presented. |
IX.E. Class Size Differential Stipend Administrative Procedure Approval For FY 24- Dr. Koerperich
Description:
The Holbrook School District is recommending governing board approval for the continuation of the Class Size Differential Stipend for SY 23-24. The Class Size Differential Stipend is recommended to continue as presented in the back-up materials.

IX.F. Teacher Prep Buyout Administrative Procedure- Dr. Koerperich
Description:
The Holbrook School District is requesting Governing Board approval of a Teacher Prep Buyout Administrative Procedure that outlines teacher prep buyouts for short term subbing and for covering additional prep periods in the case of additional course periods offered or to cover a teaching position that is not currently filled. The administrative procedure is included in the back-up materials.

IX.G. Hearing Officer Approval- Dr. Koerperich
Description:
The Arizona Risk Trust offers qualified hearing officers for school districts to use in matters of student discipline and employee related issues that arise throughout the school year. We would like to recommend the list of qualified hearing officers as outlined in the back-up materials.

IX.H. Holbrook School District Evaluation Tools Approval For SY 23-24- Dr. Koerperich
Description:
The Holbrook School District is requesting Governing Board approval of the Education Specialist Effectiveness Performance Evaluation System (ESPES), Leader Effectiveness Performance Evaluation (LEPES) and Teacher Effectiveness Performance Evaluation (TEPES) as performance evaluation systems for SY 23-24 as presented.

IX.I. Indian Wells Elementary School PBIS And Preschool Handbooks- Ms. Tomlin
Description:
Indian Wells Elementary School is requesting Governing Board approval of the SY 23-24 Positive Behavior Intervention & Supports Handbook, as well as, the Indian Wells Preschool Handbook as presented.
Recommendation: Discussion and consideration to approve the Indian Wells Elementary PBIS and Preschool Parent Handbooks as presented. |
IX.J. Arizona Psychological Services Sole Source- Dr. Koerperich
Description:
The Holbrook School District is requesting Governing Board approval to designate Arizona Psychological Services as a sole source provider for contracted counseling services. The Holbrook School District solicited a 5-year bid for counseling services, School Counseling Services Request For Proposal (RFP) #21-04-26, in April 2021 and Arizona Psychological Services was the only bid for the Request for Proposal. HUSD #3 is requesting Governing Board approval to designate Arizona Psychological Services sole source to allow for additional counseling positions to be filled through Arizona Psychological Services.
Recommendation: Discussion and consideration to approve Arizona Psychological Services as sole source for counseling services as presented. |
IX.K. Award Of RFQ 24-09-28 For Architect and Engineering Services For Building Renewal Grant Projects - Dr. Koerperich
Description:
The Holbrook School District is requesting the Governing Board award RFQ 24-09-28 Architect and Engineering Services to EMC2, Architechnology, Robert Polcar Architects, RedTree Consulting, and Building Energy Solutions Provider (BESP) who were determined to be the most qualified firms as per RFQ 24-09-28. This will be a SAVE cooperative contract for Architect and Engineering Services.
Recommendation: Discussion and consideration to approve RFQ 24-09-28 awards to EMC2, Architechnology, Robert Polcar Architects, RedTree Consulting, and Building Energy Solutions Provider (BESP) for engineering and architectural services as presented. |
IX.L. Johnson O'Malley Conference Out Of State Travel- Ms. Gover
Description:
The HUSD #3 Indian Education Committee is requesting to send Nora John, Indian Education Committee Member, to Chicago, IL to attend the National Johnson O’Malley (JOM) Conference from September 10th through September 14th, returning September 15th, using JOM funds. This conference will provide federal updates on the Johnson O’Malley program as well as specific information for Indian Education Committee members. The out of state travel request is included in the back-up materials.
Recommendation: Discussion and consideration to approve Nora John, Indian Education Committee Member, to attend the National JOM Conference in Chicago, IL from September 10th-14th as presented. |
IX.M. HHS Boys Cross Country Team Out Of State Travel Woodridge Classic Invitational- Mr. Hargrave
Description:
The Holbrook High School Cross Country team has been invited to the Woodbridge Classic Invitational cross country meet in Irvine, CA on September 15th and 16th. The Cross Country team was invited based on their 3rd place finish at last year's Division 3 State Cross Country meet. The details of the trip and itinerary are included in the back-up materials.
Recommendation: Discussion and consideration to approve the HHS Boys Cross Country team to participate in the Woodbridge Classic Invitational cross country meet on September 15th and 16th as presented. |
IX.N. Holbrook Educational Life Skills Program- Dr. Meeks
Description:
The Holbrook School District is requesting Governing Board approval of a new program for special education students called Holbrook Educational Lifeskills Program. This program will be designed for students in grades K-8th aligned to a personalized curriculum to help each student develop their personal, academic, social and success skills. The program will be delivered at Park Elementary School and Indian Wells Elementary School and will serve students in K-8 that qualify for the program based on their Individualized Education Plan (IEP). HUSD #3 is requesting approval of the Holbrook Educational Life Skills Program, as well as, the designation of Park and Indian Wells Elementary as K-8 schools for this program.

IX.O. HUSD Delegate Assembly Representative- Dr. Koerperich
Description:
On September 9, 2023, the Arizona School Board Association (ASBA) will host the annual ASBA Delegate Assembly to vote on legislative priorities for advocacy on behalf of public school districts for the 2024 legislative session. Each member district is allowed one vote for each action item. The Governing Board may choose a member(s) to represent HUSD #3 at the delegate assembly.
Recommendation: Discussion and consideration to approve a delegate(s) to represent HUSD #3 at the 2023 ASBA Delegate Assembly on September 9, 2023. |
