V. CALL TO PUBLIC
|
V.A. Pursuant to Federal Public Law 103-382, Title 8 (Impact Aid), and the District's Indian Education Policy (IGAK), this call is for any member of our district. The public is cautioned about making statements against employees of the District that may be considered slanderous. A further reminder, the minutes of this meeting are public record and may be used in other proceedings. This is the time that the public may speak to the Governing Board on any issue including agenda items. Action taken as a result of public comment will be limited to directing staff to study the matter, or to reschedule the matter for further consideration and a decision at a later date if it is not already on the agenda. Comments under Call to Public will be limited to four minutes.
Those wishing to address the board are requested to submit their comments by one of the following methods by 10 am Tuesday July 11, 2023: email public comments to jsaxton@holbrook.k12.az.us, fax to 928-524-3073 or mail by USPS to PO Box 640 Holbrook, AZ 86025. IX.A. Public Hearing For FY 24 Budget- Mrs. Maestas
Description:
On June 13, 2023, the HUSD #3 Governing Board approved the FY 24 proposed budget. A summary of the proposed budget was posted on the ADE website for the required 10 days. As required by law, by July 15, 2023, a formal public hearing must be held to take comments on the budget.
Recommendation: Motion to take comments from the public pertaining to the FY 24 budget as required by state law. |
IX.B. Budget Adoption For FY24 - Mrs. Maestas
Description:
The Holbrook Unified School District has developed the FY24 Holbrook Unified School District budget. We are now requesting approval of the FY24 Holbrook Unified School District budget as presented.

IX.C. Holbrook USD #3 Pro-Statement For The HUSD #3 School District Override- Dr. Koerperich
Description:
Pursuant to A.R.S. 15-481 (B)(9), the Governing Board of the Holbrook Public Schools is permitted to provide a statement in favor of the override election to be held November 7, 2023. The pro statement shall be in a form prescribed by the Navajo County School Superintendent, and the argument shall not exceed two hundred words. The argument for the proposed increase in the budget shall be provided in writing and signed by the governing board. The ballot arguments for the proposed increase in the budget shall be signed as the governing board of the school district without listing any member's individual name for the arguments for the proposed increase. A pro-statement has been drafted for the board’s consideration and approval which is included in the back-up materials.
Recommendation: Discussion and consideration to approve the pro-statement to be included in the ballot for the HUSD #3 override on November 7, 2023. |

Description:
The Holbrook School District is requesting Governing Board approval of school safety plans for SY 23-24 as presented.

IX.E. SY 23-24 Employee Handbook- Dr. Koerperich
Description:
The Holbrook School District outlines basic employee regulations through an Employee Handbook. The handbook is a summation of basic policies and procedures that apply to district employees. We are requesting approval of the SY 23-24 Employee Handbook as presented.

IX.F. Hulet Elementary Positive Behavior Intervention Support Handbook SY 23-24- Dr. Fosburgh
Description:
Hulet & Park Elementary Schools are requesting Governing Board approval of their SY 23-24 Positive Behavior Intervention Support (PBIS) handbook. The handbook is included in the back-up materials.
Recommendation: Discussion and consideration to approve the SY 23-24 PBIS handbook as presented. |
IX.G. Sole Source Vendors- Mrs. Maestas
Description:
The Holbrook Unified School District would like to designate specific vendors as sole source for their products and services for FY 24. Sole source vendors are designated on the basis that they are the sole provider for the required materials or services for our school district. A list of sole source providers are included in the back-up materials.
Recommendation: Discussion and consideration to approve the sole source providers as listed in the back-up materials. |
IX.H. Home Depot Bid Limit- Dr. Koerperich
Description:
The Holbrook School District is requesting Governing Board approval to exceed the bid limit for Home Depot as outlined in Governing Board policy BJE for purchases between $10,000 to $100,000 based on the need for purchasing bulk and specialty items that are economically and efficiently advantageous for the District to purchase from Home Depot. The overall expenses will remain below the threshold for sealed bids.
Recommendation: Discussion and consideration to approve exceeding the $10,000 bid threshold with Home Depot for purchasing bulk and specialty items that are economically and efficiently advantageous for the District not to exceed the threshold for sealed bids. |
IX.I. HUSD #3 ESSER II Retention Stipends- Dr. Koerperich
Description:
The Holbrook School District has written retention stipends into the HUSD #3 Elementary and Secondary School Emergency Relief (ESSER II) grant for all salaried employees. We are requesting Governing Board approval to administer the retention stipends for all salaried employees as outlined in the back-up materials.

IX.J. Tracy Johnson Resignation- Dr. Koerperich
Description:
Mrs. Tracy Johnson has submitted her letter of resignation as student services and AVID teacher as of June 16, 2023. Mrs. Johnson's resignation is subject to Policy GCQC Resignation of Professional Staff Members.
Recommendation: Discussion and consideration to approve Mrs. Tracy Johnson's resignation and assess liquidated damages as per Policy GCQC for resigning after June 15, 2023. |
IX.K. Ty Hatch Military Leave Of Absence- Dr. Koerperich
Description:
Mr. Ty Hatch, HHS Science Teacher, is requesting a leave of absence from August 2023 through July 2024 due to deployment orders. Policy GCCD Professional/Support Staff Military/Legal Leave outlines the leave of absence guidelines which the governing board must be approved to reemploy Mr. Hatch upon returning from his military service.
Recommendation: Discussion and consideration to approve a leave of absence for Mr. Ty Hatch from August 2023 through July 2024 aligned to Poliyc GCCD Professional/Support Staff Military/Legal Leave as presented. |
IX.L. K-12 Special Needs Aides - Dr. Koerperich
Description:
The Holbrook School District is required to provide services for special needs students ages three through five (preschool) and grades K-12. Some children have severe disabilities and require one-on-one assistance. It is difficult to maintain proper staffing in these circumstances because students enter our program at various times throughout the year. I would like to request approval to hire additional paraprofessionals and/or health aides throughout the school year, as needed, to provide one-on-one assistance if the child’s Individual Education Plan (IEP) specifies such services are necessary and our current staffing does not allow for these services to be offered.
Recommendation: Approve the request to hire paraprofessionals and/or health aides throughout the school year, as needed, when these positions are required by a student’s IEP. |
IX.M. Arizona Department of Education Food Service Permanent Service Agreement- Dr. Koerperich
Description:
The Holbrook School District is requesting Governing Board approval of a Food Service Permanent Service Agreement ADE Contract N. ED09-0001 that allows the Holbrook School District to operate the National School Lunch Program, School Breakfast Program, Special Milk Program, Summer Food Service Program, and At-Risk Afterschool Meals Component Program. The Permanent Service Agreement is included in the back-up materials.
