V. CALL TO PUBLIC
|
V.A. Pursuant to Federal Public Law 103-382, Title 8 (Impact Aid), and the District's Indian Education Policy (IGAK), this call is for any member of our district. The public is cautioned about making statements against employees of the District that may be considered slanderous. A further reminder, the minutes of this meeting are public record and may be used in other proceedings. This is the time that the public may speak to the Governing Board on any issue including agenda items. Action taken as a result of public comment will be limited to directing staff to study the matter, or to reschedule the matter for further consideration and a decision at a later date if it is not already on the agenda. Comments under Call to Public will be limited to four minutes.

IX.A. Independent Auditor’s Report FY22 & Uniform System of Financial Records Compliance Questionnaire FY22- Dr. Koerperich
Description:
CWDL Accountants have prepared the Audited Financial Statement for FY22 for the Holbrook Unified School District. The audit was conducted for the purpose of forming an opinion on the financial statement of activities and funds that collectively comprise the District’s basic financial operations. Areas of compliance range from budgeting to purchasing to governing board management. The list of non-compliant items was limited to twenty items that are being addressed by our staff. The district is in the process of making the recommended changes to bring the district into full compliance.
Recommendation: Discussion and consideration to accept the Independent Auditor’s Report and the Uniform System of Financial Records Compliance Questionnaire findings for the fiscal year ending June 30, 2022, as presented. |
IX.B. HUSD #3 Open Enrollment Insurance Program for SY 2023-2024- Dr. Koerperich
Description:
The Holbrook School District is requesting Governing Board approval of the SY 23-24 Open Enrollment Insurance Program. The program outlines insurance options and the implementation of an Employee Wellness Plan as outlined in the back up materials.

IX.C. Educational Services Incorporated Contract - Dr. Koerperich
Description:
Annually, the Holbrook School District enters into an agreement for employment staffing services with Educational Services Incorporated (ESI). ESI specializes in providing temporary and long-term contract employees in schools. The agreement allows HUSD #3 to retain highly qualified retired staff; as well as, substitute teachers benefiting both the District and the employees. Employees are hired through ESI as per our Post Retirement Employment Option Plan and as a third-party employment agency. All associated rates will remain the same for next school year.
Recommendation: Discussion and consideration to approve the renewal of the Client Service Agreement with Educational Services Incorporated for the 2023-2024 school year. |
IX.D. Greater Phoenix Educational Management Council and AZ Educational Management Council IGA Renewal- Dr. Koerperich
Description:
The Holbrook School District is requesting the Governing Board renew the current Intergovernmental Agreement (IGA) with the Greater Phoenix Educational Management Council and AZ Educational Management Council. The IGA will allow Holbrook USD #3 to participate with other school districts throughout Arizona to engage in educational advocacy to improve and influence educational policy and programs throughout Arizona.

IX.E. Winslow Unified School District Business Manager Services Intergovernmental Agreement- Dr. Koerperich
Description:
The Holbrook School District is requesting Governing Board approval of an Intergovernmental Agreement (IGA) between the Holbrook School District and the Winslow School District to provide business manager services for HUSD #3 through June 30, 2023. The IGA is included in the back-up materials.

IX.F. Bus Driver Attraction And Retention Plan Update- Dr. Koerperich
Description:
The Holbrook School District is requesting an update of the administrative procedure for the Bus Driver Attraction and Retention Plan as presented. The update reflects the new driver rate for first year placement at $16.55 per hour. The administrative procedure is included in the back-up materials.

IX.G. Holbrook High School Academic Advisor Position Approval- Mr. Hargrave
Description:
Holbrook High School is requesting a new Academic Advisor job position for SY 23-24. The Academic Advisor position will work with Holbrook High School students on academic focus areas such as student scheduling, attendance, tracking graduation credits, monitoring academic status, post-secondary planning and other academic areas as outlined in the job description. The position will be placed on the classified salary placement schedule. The job description is included in the back-up materials.

IX.H. Special Education Mental Health Specialist Job Description- Dr. Meeks
Description:
The Holbrook School District is requesting the approval of a Special Education Mental Health Specialist job description and position opening for SY 23-24 as presented. The Special Education Mental Health Specialist will assist with the social and emotional needs of identified special education students. The job description is included in the back-up materials.

IX.I. First Year Administrator Salary Placement Schedule FY 24 Update- Dr. Koerperich
Description:
The Holbrook School District is requesting Governing Board approval for a revised First Year Administrator Salary Placement Schedule for FY 24 as presented. The revision includes a $1,530 salary increase for administrators who are placed on the "Other Admin" placement schedule that possess a master's level or acquire a master's level degree in their field of work. The salary placement schedule is included in the back-up materials.

IX.J. Classified Salary Placement Schedule FY 24- Dr. Koerperich
Description:
The Holbrook School District is requesting Governing Board approval of the FY 24 Classified Staff Salary Placement Schedule as presented. The placement schedule will be utilized for support staff employees hired after July 1, 2023.

IX.K. Acquisition Academy Out Of State Travel- Mr. Hargrave
Description:
Mr. Steven Carbonneau is requesting out of state travel to attend the Acquisition Academy for Spanish professional development. The Acquisition Academy is presented by The Comprehensible Classroom, which is the recently adopted Spanish curriculum that Mr. Carbonneau is currently teaching in HHS Spanish courses. The details of the out of state travel are included in the back-up materials. Funding for this professional development will be provided by Title II funds.
Recommendation: Discussion and consideration to approve Mr. Steven Carbonneau's out of state travel request to attend the Acquisition Academy presented by The Comprehensible Classroom in Dallas, Texas June 22-24 as presented. |
IX.L. Broadway Teaching Group Workshop Out Of State Travel- Mr. Hargrave
Description:
Mr. Kyle Gardner is requesting out of state travel to attend the Broadway Teaching Group Workshop from July 11-13. Mr. Gardner attended this workshop in the summer of 2017 and found the workshop to be beneficial. The details of the out of state travel are included in the back-up materials. Funding for the professional development will be provided by the Holbrook High School maintenance and operations budget.

IX.M. Sun Clan Consulting Sole Source- Dr. Koerperich
Description:
The Holbrook School District is requesting Governing Board approval to designate Sun Clan Consulting as the sole source provider for student leadership training. Holbrook USD #3, along with Window Rock Unified, Winslow Unified and Sanders Unified will utilize Sun Clan Consulting to lead a new Native Student Leadership Program to help build leadership skills amongst our Native American high school students. This is a pilot program for SY 22-23. Each school will share expenses but HUSD #3 will be the primary fiscal agent for the program. The Native Student Leadership Program is included in the back-up materials. Funding for the program will be provided by Johnson O'Malley and Title VI funding.

IX.N. Child Care Stabilization Grant (CCSG) Program Grant Approval- Dr. Fosburgh
Description:
The PALS Daycare has received a Child Care Stabilization Grant through stimulus funding to ensure quality daycare is provided at HUSD #3. Part of the grant is a stabilization grant that allows funding to update health and wellness measures throughout daycare. The PALS Daycare is requesting Governing Board approval of the Child Care Stabilization Grant as presented in the back-up materials.

IX.O. HUSD #3 Open Enrollment Capacities for SY 23-24- Dr. Koerperich
Description:
Governing Board Policy JFB Open Enrollment requires the district to post open enrollment capacities on the district website on an annual basis. HUSD #3 is requesting Governing Board approval of the open enrollment administrative procedure that outlines guidelines for accepting both resident and non-resident students based on open enrollment capacities. The administrative procedure is included in the back-up materials.

IX.P. Policy GDBA Support Staff Salary First Reading- Dr. Koerperich
Description:
The Holbrook School District is requesting governing board approval of a revised Policy GDBA Support Staff Salary. The policy revision reflects that an employee must work one (1) day more than one-half (1/2) of the year to receive an advancement in wages. This policy provision is standing policy but was omitted during a recent policy revision. The policy is included in the back-up.
