3.D. Blue River Arts Council requesting permission for mural 
Discussion:
City Administrator Tom Ourada explained that there were multiple issues with the mural. Ourada stated, "Is it a sign or mural?"  With the name and location on it it makes it a sign. Another issue is that the City of Crete is majority owner and no permit was taken out. Shaylene Smith stated that they could cover the arch where the City of Crete and name of the theater. Council member Anthony Fitzgerald asked if there are standards that need to be followed with SHPO. City Administrator Tom Ourada stated that they would find out about the City and SHPO standards on paint.
