Description:
Submitted to the Board of Education are the minutes of the previous meeting(s).

The Board of Education must approve these minutes with corrections if desired in order to generate the official meeting record. 

The minutes of the Board transactions then become a part of the formal District #36 records and are available for examination by District #36 residents, auditors, and State authorities.

The motion to approve Board minutes can be by voice vote.

Description:

This section of the Board of Education meeting provides the opportunity to share any FOIA Request(s) and/or Response(s) with all in attendance.

"The president or district superintendent shall, at each regular board meeting, report any requests made of the district under provisions of the Freedom of Information Act and shall report the status of the district’s response."  105 ILCS 5/10-16.

On June 10, 2026, the District received a FOIA request from Daniel Cramer from Upgraid Research, requesting material: "1. Utility statements or invoices for district-owned or district-operated facilities for the most recent consecutive 12-month period readily available, including electricity, natural gas, fuel oil/propane, and water, where applicable. If not available, or difficult to obtain, energy usage statistics per building per month (per fuel) would suffice as well. 2. The most recent final copy of each of the following, if completed, received, or adopted on or after January 1, 2020:  Facility condition assessment, building condition assessment, deferred maintenance report, facility master plan, long-range facility plan, or capital improvement/investment plan relating to district facilities; and Energy audit, energy assessment, ASHRAE audit, energy-conservation-measure study, performance-contracting feasibility assessment, or similar facility-energy report."

The District responded to Mr. Cramer on June 23, 2026 and shared the utility invoices. No other data exists for the requested facility assessments or energy audits/assessments.

On June 15, 2026, the District received a FOIA request from Danielle VanDyke from The Data Branch, requesting material: "All products from: CDW Government, Xerox, and MGT Impact Solutions (MGT Consulting), as well as College and Career Readiness from Lead Public Schools. We aim to find records from 2022 to now that would reflect the pricing structure of any engagement with the above vendors. This may include subscription or licensing terms, implementation fees, and/or per-unit costs. We are looking for the following types of records: Contracts, service agreements, order forms; Purchase orders relating to the above vendors; RFP or solicitation documents; Task orders issued against cooperative purchasing agreements."

The District responded to Ms. VanDyke on June 16, 2026 and shared the one file from ITSavvy (now Xerox).

On June 18, 2026, the District received a FOIA request from Adeline Byron from The Data Branch, requesting material: "All products from: ESS/ESI, Kokua Education, Scoot Education, Zed Educate, and BuildEd. We hope to obtain records from 2022 to now reflecting how these engagements are priced — for example, licensing or subscription structures, per-unit rates, and any associated implementation or setup fees. Relevant records may include: Contracts, service agreements, and order forms; Purchase orders involving the above vendors; RFP or solicitation documents; Task orders issued under cooperative purchasing agreements."
 
The District responded to Ms. Byron on June 23, 2026, that no information exists.

On June 25, 2026, the District received a FOIA request from Yvonne Daniels from The Data Branch, regarding "All purchasing records from vendors (if existing): Verkada, Triton Sensors, Soter Tech, Motorola, IPVideo Corporation, Vocabulary.com."

The district responded to Ms. Daniels on July 6, 2026, stating that the district does not have any information related to the products in the request.

On June 29, 2026, the District received a FOIA request from Dwight Middleton from the Data Branch, regarding "All products from MajorClarity, Naviance, Schoolinks, Xello, Youscience, Sanitaire, Nascare, Karcher, Hoover;  Looking for records from 2022 to now that capture the pricing details of any engagement, which may include (where applicable) subscription terms, licensing fees, per-unit costs, and implementation charges. Contracts, service agreements, or order forms, purchase orders tied to the listed vendors, RFP or solicitation documents, task orders issued against cooperative purchasing agreements.

The district responded to Mr. Middleton on June 30, 2026, stating that the district does not have any information related to the products in the request.

On July 3, 2026, the District received a FOIA request from Kimber Hawley from The Data Branch, regarding "All contracts, service agreements, order forms, purchase orders relating to the listed vendors, RFP or solicitation documents, task orders issued against cooperative purchasing agreements for products from: Helios Ed/Core, Droplet, Docusign."

The district responded to Ms. Hawley on July 6, 2026, stating that the district does not have any information related to the products in the request.

On July 5, 2026, the District received a FOIA request from Sara Mariani from The Data Branch, regarding requesting all purchase orders issued between January 21, 2023, and the present, reflecting purchasing or procurement activity across all departments, divisions, and offices.

The district responded to Ms. Mariani on July 13, 2026 with the requested purchase orders and activity.

On July 10, 2026, the District received a FOIA request from Adrienne McHenry from The Data Branch, regarding all products from: Centegix, Raptor Technologies, Singlewire, Boxlight, Quicklert, Vivi, Audio Enhancement, CareHawk, Valcom.  The FOIA requested records from 2022 to now that would reflect the pricing structure of any engagement with the above vendors. That may include subscription or licensing terms, implementation fees, and/or per-unit costs.
The district responded to Ms. McHenry on July 13, 2026 and shared the response: We have made direct purchases from one of these vendors, Raptor, and these records were previously requested on 4/30/26 and provided on 5/6/26.  We also have purchase orders for multiple Clevertouch panels, which is a Boxlight brand.  All of these records have been attached to this email.

Description:
The following Financial Reports are intended to provide the Board with essential information, which will enable them to exercise informed stewardship over the financial operation of Harrison School District #36.

A Budgetary Report and a Treasurer’s Report may appear solely for Board information but an Agenda of Bills and a Payroll Report must be brought before the Board for their action. 

Clarification or additional information can be provided by contacting either the Bookkeeper or the Superintendent prior to the meeting.

Reports Agenda of Bills & Payroll Do require a motion. 
Reports Budgetary & Treasurer Report do NOT require a motion.

Description:
The reports include the bills recommended for payment by the Board of Education.  Upon formal approval by the Board, the administration shall make payment to the appropriate parties or vendors.

Description:
This report presents the payroll expenditures for the previous month along with the administration’s recommendation for Board approval.

7)C) Budgetary Reports
Description:
The Budgetary Reports reflect the transactions completed by the month, for the prior month.  These reports do not require approval.
  • Cash Receipt Listing by Fund: This report shows all of the deposits/transfers done throughout the month.
  • Revenue-Expenditure Summary: This report shows the current fiscal year’s budget numbers for Expenses and Revenue, the Expenses and Revenue for the month, the Expenses and Revenue for the Fiscal Year, and the percentage of the budget that has been used for the Fiscal Year.

7)D) Treasurer's Report
Description:
The Treasurer’s Report provides a summary of Revenues and Expenditures for the prior month, by fund.  It also shows the balance of each Bank/Investment Account at the end of the month.

The cash-in and cash-out numbers represent liabilities from Payroll.  The liabilities are monies, such as IMRF, Annuities, Health Insurance, etc. that are deducted from paychecks and are held as "cash" until they go to the respective vendors.

This report does not require a motion.

8) Discussion of Action Items
Description:
The Board of Education may discuss action items prior to taking formal action.

Following the discussion, the Public Comment agenda item will give the community the opportunity to make comments prior to the Board taking action.
  1. Destruction of Closed Session Recording(s)
In accordance with Board Policy 2:220-E1, the Board should approve the destruction of closed session recording(s) that are at least 18 months old and for which approved minutes of the closed meeting already exist.  This meeting will contain the approval of the destruction of closed session recordings prior to February 1, 2025.

9) Public Comments
Description:
The administration recommends that they be given an opportunity to deal with any presented problems, complaints or suggestions of an educational nature if they have not had the opportunity to do so. Parents or community members who have a question or concern should be directed to the Superintendent as the first point of contact.  If there is no satisfactory resolution to the educational or administrative matters presented at this juncture of the Board meeting, the individual or individuals addressing the Board indeed have the right to a further Board hearing and reaction.

Public Participation at Board of Education Meetings and Petitions to the Board

At each regular and special open meetings, members of the public, and District employees may comment to, or ask questions of, the Board of Education, subject to reasonable constraints.

The individuals appearing before the Board are expected to follow these guidelines:
  1. Address the Board only at the appropriate time as indicated on the agenda and when recognized by the Board President.
  2. Identify oneself and be brief.  Ordinarily, comments shall be limited to 3 minutes.  In unusual circumstances, and when an individual has made a request in advance to speak for a longer period of time, the individual may be allowed to speak for more than 3 minutes.
  3. Observe the Board President’s decision to shorten public comment to conserve time and give the maximum number of individuals an opportunity to speak.
  4. Observe the Board President’s decision to determine procedural matters regarding public participation not otherwise covered in Board policy.
  5. Conduct oneself with respect and civility toward others and otherwise abide by Board policy, 8:30, Visitors to and Conduct on School Property

Petitions or written correspondence to the Board shall be presented to the Board at the next regularly scheduled Board meeting.
