6.A. Consider Interviews, Ranking, and Selection of an Architectural Firm for Professional Architectural Services and Authorize the Superintendent to Negotiate a Contract

Description:

The District issued a Request for Qualifications (RFQ) for professional architectural services in accordance with Texas Government Code Chapter 2254, the Professional Services Procurement Act. Statements of Qualifications were received and evaluated using the published evaluation criteria.

Based on the evaluation process, the following firms were identified as the most qualified and invited to participate in interviews before the Board of Trustees:

  • Parkhill
  • Shiver-Megert

The Board will interview each firm using a consistent interview format and evaluation criteria. Following the interviews, the Board will consider ranking the firms based on demonstrated competence and qualifications.

The Board may then select the highest-ranked qualified firm and authorize the Superintendent to negotiate a fair and reasonable contract for professional architectural services. If the Superintendent is unable to negotiate a satisfactory contract with the highest-ranked firm, negotiations will be formally terminated, and the Superintendent is authorized to begin negotiations with the next highest-ranked firm, as provided by Texas Government Code Chapter 2254.
 

Recommended Action:

  1. Conduct interviews with the shortlisted architectural firms.
  2. Rank the firms based on demonstrated competence and qualifications.
  3. Select the highest-ranked qualified firm.
  4. Authorize the Superintendent to negotiate a fair and reasonable contract for professional architectural services with the selected firm.
  5. If negotiations are unsuccessful, authorize the Superintendent to terminate negotiations with that firm and begin negotiations with the next highest-ranked firm in accordance with Texas Government Code Chapter 2254.
