7. Reports

7.1. Grounds Report- T.G.

Discussion: Tina Golter continues with mowing and trimming. She has planted trees, put in automatic watering and mulch in front of the Learning Center. Heartland Sprinklers came to adjust leaking sprinkler heads. Might need to add rock to the back parking lot.

7.2. Transportation Report - D.J.

Discussion: Mrs. Foster gave the report for Dan. A new 9 passenger student van has been purchased and will be in service this week! Bus 15 and old suburban have been sold and off the property. Dan also gave an update on the rest of the fleet vehicles and buses.

7.3. Building Maintenance Report - R.S.

Discussion: Mrs. Foster gave the report for Ryan Sanger. New carpet has been completed in 4th, 5th, 6th grade rooms and the hallway by the old gym/band room. Currently waiting on more LVT Flooring and carpet for the vestibule. Trophy cases and record boards were moved to the main gym hallway and Brett repainted the hallway walls. The kitchen floor by the dishwasher got up to code. The weight room received a deep cleaning.

7.4. Activities Report - A.S.

Discussion: Mrs. Foster gave the report for Mr. Seamann. Mr. Seamann gave an update on Fall sports starting. Football starts on Aug. 3rd with the first game on Aug. 21st at Brady. Volleyball starts on Aug. 10th with the first game on Aug. 24th a Jamboree at Cozad. Cross Country starts on Aug. 10th with their first contest on Aug. 27th at Curtis.

7.5. Principal's Report

Discussion: Mrs. Pavelka gave her report. PK-2nd grade has finished ELA lesson alignments. Two new staff members completed the Restorative Practice training. Mrs. Pavelka has collaborated with NE MTSS to develop a plan to freshen up the PBIS system. 53 students participated in Summer Camp this year. A special thank you to Ms. Shaw and all the summer camp staff for their hard work, dedication and commitment to making this year's program a success!

7.6. Superintendent's Report

Discussion: Mrs. Foster gave her report. Currently have received the following grants: Early Childhood ($50,000), Perkins Grant (7,500), and a CTE Action Grant to update FCS room ($17,828). Mrs. Foster will also be applying for a grant to remodel the kitchen. Mrs. Foster gave an update on our numbers for Summer Breakfast and Lunch. In June there were 17 days served. The kitchen served 631 breakfasts (daily average 37) and 962 lunches served (daily average 57). The school reimbursement rate for breakfast was $2.91 and for lunch was $5.07. Summer Story Hour is going great at the Learning Center on Thursday's. Darci Sanger is in charge and has had kids each time. Saturday's are very slow for the Learning Center. Mrs. Foster is planning on getting with the committee to come up with other ideas to bring community members in. Mrs. Foster plans to have the Learning Center open during Brady Day's and hopefully the school open to see the updates. The Learning Center outside stairs railing was ordered months ago and is waiting for it to arrive. The village will not agree to put the parking diagonal so it will stay horizontal. Mrs. Foster explained the new communication platform that will be enforced this coming year. Parents will now receive communication directly from the classroom teacher via the Brady School app. Parents can also text or email. Three people were selected to be interviewed for the School Nurse Position. Heidi Jones has been selected and comes with 20 years of nursing experience, including ER and pediatric care. The district has received a written reprimand from NDE because Lisa Hoff was employed as a substitute when needed and her license was still pending.

7.7. Committee Reports

7.7.1. Finance Committee

Discussion: General Fund is under budget by 20.11% and Lunch Fund is under budget 7.93%. The Foundation paid $53,731.63 towards the Learning Center.

7.7.2. Policy Committee

Discussion: The policy committee met on July 1 and reviewed policies that were updated by KSB.

7.8. Legislative Update

Discussion: Currently updating policy to match the changes made in the legislature this last session.

7.9. School Board Workshops, Conference Reports, and additional Information

Discussion: NASB Area Membership Meeting: Wednesday, September 2 - North Platte, NASB Labor Relations: September 29-30 - Lincoln, State Education Conference: November 18-20 - Omaha

8. Discussion Items

8.1. Designate Superintendent Foster as authorized district representative for federal and state programs for the 2026-2027 fiscal year.

Discussion: This is done annually.

8.2. Discuss, consider, and take all necessary action to adopt resolution increasing the school district’s base growth percentage used to determine the school district’s property tax request authority by up to six percent (6%).

Discussion: By law a school district can only grow their budget by 2%. The district was very conservative this last year and kept it under the 2%. Mrs. Foster recommends the board to pass this to allow us to go up to a 6% increase. A vote for this motion does not mean that Brady Public Schools will access all six percent. Instead, it means that a number up to six percent may be used when planning the overall budget.

8.3. Don and Connie Hansen Parking lot

Discussion: Every year they allow the district to rent their land for overflow activity parking. Rent would be $500 for the year starting in August to May.

8.4. Review proposed rental agreement for instruments

Discussion: Ms. Bergen came up with the idea to propose a rental agreement for students that use school instruments. Currently, students are using school instruments and not taking the best care of them. This agreement would enforce the student to take care of the instrument and to be responsible for repairs if needed.

8.5. 26-27 Bus Pay

Discussion: Recommended to keep the route bus pay the same: Gothenburg $25 a route, South $40 a route, Maxwell $50 a route, and North Platte $60 a route. Mrs. Foster recommends to move Activity Bus pay up from $17 to $20. Activity pay is only used when a CDL bus driver is needed.

8.6. 26-27 NRCSA Membership

Discussion: The renewal of dues for NRCSA is $850. It is recommended to continue our dues.

8.7. 26-27 Village Interlocal Agreement

Discussion: No changes from last year.

8.8. Review 26-27 Handbooks

Discussion: The handbooks were attached for the board members to look up. They include new wording for: attendance (policy 5001), cell phones (policy 6025), and Title Ix (policy 3057).

8.9. Concrete Bid for Football Field Visitor Side

Discussion: Mrs. Foster received a bid from Grizzly J's to put in a concrete slab to have the visitor bleachers sit on the football field. The estimated cost is $21,868, which was a little more than expected. It is a lot of money for only a few games a year. Ryan Stearns mentioned if the district is paying this much, they might as well put in a sidewalk. Ryan Stearns also mentioned if it is approved, to add a completion deadline with a penalty. Mrs. Foster is fine with skipping it for now. Many ideas were discussed on how to make it safe without doing the concrete slab. Necole mentioned to have a facilities' committee meeting to talk about other options.

8.10. Date for Summer Workshop

Discussion: The summer workshop will be August 9th from 4:00-6:00 at the school.

8.11. 2026 Triennial Wellness Policy

Discussion: Every 3 years, each school is required to complete a self assessment for school wellness as well as action steps to address opportunities for growth. Two opportunities for growth will be the focus for the next 3 years:

1.) Reduce caffeine intake for students during the day and promote the consumption of more water.

2.) Create a plan to address the mental-health crisis around cell phone use in schools

8.12. Policy 3061: ACH Originator

Discussion: This is a new policy for BPS. This outlines the expectations with using ACH for deposits. The policy committee reviewed this policy on July 1, 2026.

8.13. Policy 4065: Staff Use of AI Tools

Discussion: This is a new policy outlining the expectations for staff on AI use. This was reviewed by the policy committee on July 1, 2026.

8.14. Review Policy 5054: Bullying Prevention

Discussion: It is required annually that we review our district's bullying prevention policy.

8.15. Review & Discuss updating Policy 5001 Compulsory Attendance

Discussion: The significant change to this policy is identifying students who are chronically absent. The state of Nebraska identifies any student as chronically absent if they miss more than 10% of the school days. For Brady, that would be 17 days. The administration would like to have all students who are chronically absent be required to make up time through Extended Learning, Saturday School, and Summer School.

8.16. Review and Discuss Policy 6025 Student Cell Phone Use

Discussion: In 2025, the Nebraska Legislature wrote into law that no student shall have their cell phone/smart phone during instructional time. This updated policy removes cell phone and electronic device usage during the entire school day. Several schools across Nebraska have adopted a cell-phone free school wide policy and have had great success with improving learning outcomes. The policy was attached for the board to review along with additional information that will be shared with families about why the change is so important. Students that track their diabetes will be excused of this policy, but everyone else will turn their phone in. If the student lies about not having their phone, there will be consequences. Phones will be required to be turned in and not left in their vehicles. Some games have been purchased for the cafeteria and commons area. Smartwatches and ear buds will be watched during the school year. It will be followed up by our staff to make sure our staff models what is expected of our students.
