Description:
Public Comment Statement - Planning Meeting We welcome members of the public to speak during the designated public comment portion of tonight’s Planning Meeting. In accordance with Board Policy 800.1, we kindly ask that all speakers:
The Superintendent will follow up within 24-48 hours, if a response is requested. Please be sure your name, email, and phone number are clearly written on the sign-in sheet. Thank you for your interest in Jefferson-Morgan School District. We value your input and remain committed to maintaining a respectful and productive public dialogue. Please remember: The Jefferson-Morgan School District Planning Meeting is a working session for the Board of School Directors and administration to review ongoing initiatives and discuss upcoming agenda items in advance of the Legislative Meeting. Planning Meetings are discussion based only. No votes or formal actions are taken. Items requiring approval are brought forward at the Legislative Meeting, allowing the Board time for questions, clarification, and informed preparation. When necessary, Planning Meetings may include an executive session to discuss matters permitted under the Pennsylvania Sunshine Act. The reason for any executive session is clearly stated at the start or end of the meeting and noted on the agenda.

2.1. 2026-2027 Budget
Description:
The administration has completed a review of the proposed 2026-2027 budget, with recommendations presented by Business Manager Mrs. Jennifer Foringer. This review ensures the budget aligns with district priorities, maintains fiscal responsibility, and supports the educational needs of students while balancing revenues and expenditures. This item represents the first required vote, with final adoption scheduled for June in accordance with the Pennsylvania School Code.

2.2. 2026-2027 CTC Budget
Description:
The administration has reviewed the proposed 2026-2027 Greene County Career and Technology Center (CTC) budget to ensure it supports program needs, student opportunities, and responsible financial planning. Jefferson-Morgan School District’s projected contribution is $635,906.94, an increase of $110,420.85, based on an estimated 76 students enrolled with 55 guaranteed seats under the Articles of Agreement. Request approval to contract services with Intermediate Unit #1 for one full-time Social Worker for the 2025-2026 school year at the cost of $127,936, as budgeted, the cost for one social worker can be offset through PCCD grant funding, if available. ( $9,182 increase)

2.5. 2026-2027 IU1 Agreements: School Psychologist
Recommended Motion(s):
Request approval to contract services with Intermediate Unit #1 for a full-time school psychologist for the 2025-2026 school year at the cost of $140,948, as budgeted ($5,488 increase)

2.6. Gas Revenue Review for 2025-2026 School Year
Description:
The district receives annual gas revenue that can vary based on production levels and market conditions. As part of sound financial planning, the administration reviews this revenue each year to monitor trends and ensure accurate forecasting. For budgeting purposes, the district conservatively estimates a minimum of $30,000 annually to maintain stability and avoid overreliance on fluctuating revenue sources.

Electric Consortium to provide electricity supply, Beginning December 2026 for a period of 24 to 36 months.

3.1. Summer Workers 2026
Description:
Approval of summer workers is necessary to support essential district operations during the summer months, including building cleaning and Extended School Year (ESY) programming. These positions ensure facilities are prepared for the upcoming school year and that required student services are provided in compliance with educational plans.

Request approval of the following summer workers as presented at the substitute support staff summer rate: Abigail Rhodes (ESY PCA), Logan Rhodes (ESY PCA), Josh Rex (Custodial), Sherry Forman (Custodial), Kelly Gibbs (Custodial), Julie Goff (Custodial), Janie Clark (Custodial).

3.2. Summer Workers Wage 2026
Description:
Setting the annual summer work wage establishes a consistent and fair rate of pay for temporary summer employees supporting district operations. This ensures the district can effectively recruit and retain workers while maintaining fiscal responsibility and aligning compensation with current budget expectations
Recommended Motion(s):
Request approval to set the summer worker hourly rate to $14 per hour, for the summer of 2026. This is for summer employment only.

4. Athletics and Activities (Shaffer, Mitchell, Brink)

4.1. Extracurricular Personnel:Weight Room Volunteer
Description:
Anyone wishing to volunteer to open the weight room must submit a coaching application, provide all required volunteer clearances, and include the proposed days and times they plan to operate the facility outside of normal school hours. This ensures proper approval, supervision, and compliance with district procedures for all volunteer activities

Request approval to ratify the actions of the superintendent in adding _____________________ as a volunteer for the Weight Room. All requirements have been met.

5.1. Band Uniforms
Description:
JMSD is committed to ensuring that all athletic programs and student activities receive uniforms on a fair, predictable, and responsible replacement cycle. As part of this effort and as part of the district’s established uniform replacement cycle, the administration is recommending the purchase of new marching band uniforms for the 2026-2027 school year. The current marching band uniforms are more than fifteen years old and are in need of replacement due to age, condition, and regular use over time. After meeting with multiple vendors, Mrs. Colebank received and reviewed multiple bids for replacement uniforms. These bids were then reviewed with Mr. Loring to determine the best option for the district and marching band program.
Recommended Motion(s):
Request approval to purchase marching band uniforms from Stanbury Uniforms LLC (Costars:#037-E22-034) & Banding Together LLC (COSTARS#: 037-e22-037) in the total amount of $36,219.17 for the 2026-2027 school year, as part of the district's uniform replacement cycle, as budgeted.

Description:
All substitute teachers and nurses working within the district must be formally approved by the Board of Education or ratified through the actions of the Superintendent. This ensures compliance with district policies, verifies appropriate certification or qualifications, and maintains accountability for all personnel providing direct services to students. Board approval also supports transparency in staffing and helps ensure the safety and integrity of educational and health-related services in the district.
