Discussion:
Barbara presented a packet. Revenue is based on the number of students enrolled in school. When local tax revenues go up, state taxes usually go down.
Since October, Mr. Southard and Barbara has been working on budget - work in progress: important dates to remember. May have to have a special meeting late in August if TEA doesn't release the compressed tax rate in time. Deadline to adopt tax rate is generally the end of August; however it is 60 days after receive rates. Budget codes driven by TEA - last three codes of the 20 digit code is local options to be used at the discretion of the board. Review of chart of accounts. May have to have a special meeting at the end of the June after payroll to cover TRS expenses. Estimates - looking at local, state and Federal when adopting the budget. July 1 fiscal year. Investment income rate has changed drastically from last year at this time. Two years ago the interest rates were much more healthy. The district will not be receiving revenue for Little Paws as this will be a free program. Can't predict employment for budget - employees can resign without issue up to 45 days before the first day of instruction. Example if a long term employee resigns and the district hires a first year teacher to replace there is a difference in the salary. Enrollment projections based on Templeton's study - they may go back and review. Todd wanting to review and be more conservative. Discussion on the message that the community may hear. Make sure that the apples and oranges - we're using this total for budgeting purposes and this total for growth. Need to be consistent on what is relayed to the public. WADA and enrollment reports discussion on the district enrollment. CTE numbers on the FTE report will increase next year. TSDS PEIMS Fall Financial Accountability totals are from 2020 - it shows the student/staff ratio. Need to pay attention to this so that we don't go below the LOW range and get penalized by the government. Summary of Preliminary Tax Values - up 12% as of 5/14, but this will decrease with the protests. Tax Values are weekly changes - hard to predict. Keeping up with three different counties. TRS Active Care premium new rates will not come out to first to mid of July. District Monthly Premium Contribution. If contribution stays at $270, an estimation of the TRS Active Care shows that the out of pocket employee cost for the lowest level of insurance will be $116. We show that our district provides affordable insurance for the employees but a discussion was held regarding what other surrounding districts pay for their contributions. Salary survey from TASB HR services. Pay scale built out to 35 years - state scale stops at 20 years. 110,000 in softball, $50,000 Football, $12,0000 Tech , XXXXXXXXX assigned fund balance. $2.13 assigned other - taken out $80,000 comp enhancement, $4. million on unassigned fund balance. A question regarding third party transportation - was told that it would not be cost effective until we had about 20 routes. The intent is to bring a balanced budget, but currently showing a deficit. |
