I.E.2)a. National Association for the Education of Homeless Children and Youth (NAEHCY) Conference - Let the Bright Spots Grow: Kim Thalison, School Wellness & Prevention Services Director, is requesting Board approval for two prevention specialists to attend the NAEHCY Conference in New Orleans, Louisiana, from November 11-14, 2023. The conference will provide participants with an opportunity to learn about national trends and best practices for supporting students and families who are experiencing homelessness. Costs are covered by grant funds.

I.E.3) MASB Delegate Assembly Designation: The Michigan Association of School Board’s 2023 Delegate Assembly will be held at the Lansing Center in Lansing, Michigan, on November 9, 2023. The Eaton RESA Board needs to identify board members to offer motions and vote on issues during the Delegate Assembly. The Superintendent is recommending that the Board identify a delegate and an alternate to represent the Eaton RESA Board of Education based on members who are planning to participate in the upcoming MASB Conference and Delegate Assembly.

I.E.4) Relevant Academy of Eaton County Contract 2023-2028: The current five-year contract between Eaton RESA and Relevant Academy of Eaton County expired June 30, 2023. As a result, the Superintendent and Executive Director of Finance & Operations have been working with the Executive Director of Relevant Academy on a contract renewal for a subsequent five-year term. This contract renewal includes a fiscal agent agreement identifying Eaton RESA as the authorizing body for Relevant Academy of Eaton County. The academy will pay Eaton RESA an administrative and oversight fee equal to 3% of the state school aid base foundation. Based on scheduled action by the Relevant Academy of Eaton County Board of Directors for August 21, 2023, the Superintendent is recommending that the Board approve the new contract for the term of July 1, 2023, through June 30, 2028.

I.E.5) Eaton Intermediate Education Association (EIEA) Letters of Agreement: The Superintendent is requesting Board approval to execute two Letters of Agreement with the EIEA. One would allow non-teachers who are effective to highly effective to be evaluated every other year instead of annually as currently required. The second would add ten days to the GSRP calendar, expanding the current 165 day calendar to 175 for the 2023-24 school year.

I.E.6) 2023-24 Charlotte Public Schools Food Service Agreement: Tina Monroe, Executive Director of Finance & Operations, is requesting that the Board authorize the Superintendent to execute an agreement with Charlotte Public Schools Food Service to continue to provide meals and snacks for Meadowview and GSRP programs at Galewood Early Elementary and Meadowview School for the 2023-24 school year at an estimated cost of $82,500. The District will receive federal reimbursement to offset the cost.

I.E.7) 2023-24 Packard Parking Lot Change Order #1: During the construction of the new parking lot at Packard, unforeseen instances occurred which required additional costs above the bid amount. Tina Monroe, Executive Director of Finance & Operations, is requesting that the Board approve Change Order #1 in an amount not to exceed $80,325.

I.E.8) Long Term Care Insurance: The District will offer long term care as a new voluntary benefit for eligible staff through Trustmark Insurance Company. Each participating employee will have the first $500 of their premium funded by the District each year. Staff may elect to choose additional coverage at their own cost. Tina Monroe, Executive Director of Finance & Operations, is requesting that the Board authorize the Superintendent to execute an agreement with Trustmark Insurance Company at an estimated cost of $95,000 (with 100% participation). The agreement is to remain in effect for 12 months from the effective date.

I.E.9) Conflict of Interest: Mary Ann Schmedlen, Math Consultant, has been offered two opportunities with the Michigan Association of Intermediate School Administrators (MAISA). One is to co-present a session at the Early Math Leadership Institute in Traverse City on August 14, 2023. MAISA will pay Mary Ann up to $500 for planning/preparation. They will also provide her hotel accommodations and reimburse her up to $300 for mileage and meals. Total compensation would not exceed $800. The second opportunity is to coach two teachers in the Montcalm Area ISD service area for the Early Math Essentials in Action: Number Corner project. Mary Ann’s responsibilities include preparing and planning monthly virtual coaching sessions. She will be compensated $65 per hour. Total compensation would not exceed $4,290 for the school year. Nate Leale, Assistant Superintendent for Instructional Services, is requesting that the Board approve Mary Ann Schmedlen to contract directly with MAISA for the Early Math Leadership Institute and to coach two teachers in the Montcalm Area ISD service area, as per Board Policy 1130, to work outside of her current role and work schedule at Eaton RESA.

I.E.10) Center for Disease Control (CDC) Notice of Award: Kim Thalison, School Wellness & Prevention Services Director, is requesting that the Board authorize the Superintendent to accept a Notice of Award from the CDC in the amount of $100,000. This funding opportunity supports the implementation of diversity, equity, and inclusion (DEI) in the tri-county area through the DEI Educator’s Network from August 1, 2023, through July 31, 2024.

I.E.11) Michigan Adolescent Pregnancy and Parenting Program (Mi-APPP) Contract Renewal: Kim Thalison, School Wellness & Prevention Services Director, is requesting that the Board authorize the Superintendent to execute an agreement with the Michigan Department of Health and Human Services for the Mi-APPP program in an amount not to exceed $72,000. The funds provide case management support to parenting and pregnant teens in the Lansing area to achieve goals around health, financial security, adult relationships, and education. The agreement is from October 1, 2023, through September 30, 2024.

I.E.12) Taking Pride in Pregnancy Prevention (TPIP) Contract Renewal: Kim Thalison, School Wellness & Prevention Services Director, is requesting that the Board authorize the Superintendent to execute an agreement with the Michigan Department of Health and Human Services for the TPIP program in an amount not to exceed $96,000. The funds provide a pregnancy prevention program that is implemented by the Lansing School District. The agreement is from October 1, 2023, through September 30, 2024.

I.E.13) 2023-24 Contracted School Social Worker Services: Kelly Hager, Assistant Superintendent for Special Education, is requesting that the Board authorize the Superintendent to execute an agreement with PresenceLearning, Inc. to provide the current 2.0 FTE contracted virtual School Social Worker vacancies for the 2023-24 school year from August 21, 2023, through June 14, 2024, in an amount not to exceed $245,679.05.

I.E.14) 2023-24 Contracted Occupational Therapy Services: Kelly Hager, Assistant Superintendent for Special Education, is requesting that the Board authorize the Superintendent to execute an agreement with New Direction Solutions, LLC (ProCare Therapy) to provide contracted occupational therapy services for a staff maternity leave of absence from August 16, 2023, through November 10, 2023, in an amount not to exceed $37,825.
