3. Audience Participation
Description:
During a special meeting of the Board of Trustees, time is set-aside for those who desire to address the Board regarding only those items on the agenda. Persons who wish to participate in this portion of the meeting shall sign up using the audience participation form and shall indicate the agenda item which they wish to speak. No presentation shall exceed three minutes. Delegations of more than five persons may be asked to limit their presentations to allow for each person to represent their views. The Board will listen to your comments and may ask clarifying questions. Should there be a speaker who has registered to speak to multiple agenda items, the Board President shall direct the speaker to consolidate his or her comments for which he or she has registered and the speaker shall be given a total of three minutes to make his or her consolidated comments. The president may interrupt or terminate an individual’s statement when it is too lengthy, repetitive, or obscene. Please present this form to the Secretary, Superintendent, or Board President prior to the audience participation portion of the meeting. |

6.1. Public Hearing on 2026-2027 Budget and 2026 Tax Rate
Description:
The 2026-2027 general fund proposed budget and tax rate were presented to the Board at the August 2026 regular board meeting. The budget presented at the public hearing includes the most recent budget revisions.
Members of the public may comment or ask questions about the budget. This hearing is legally mandated by the Texas Education Code and serves as the final opportunity for public review of the proposed budget. The public notice was published in the local newspaper on August 12, 2026 as required by law. The Budget Presentation is attached along with a copy of the notice for your review. |

7.1. Consider Approval of the 2026-2027 Budget by Fund and Function
Description:
The Board has heard numerous budget presentations during regularly scheduled Board meetings over the past several months, and the general fund Proposed Budget was presented at the August 2026 regular meeting of the Board of Trustees. The proposed budgets for adoption are included in the Budget Book and are the final result of all revisions.
The District budget adoption procedure allows for funds to be transferred within a function. The Board will consider the formal adoption of the 2026-2027 Budget in this agenda item. Once the budget is legally adopted, funds are considered available for expenditures as of September 1, 2026. |

7.2. Consider Approval of Resolution to Adopt 2026 Tax Rate
Description:
Texas Property Tax Code, Section 26.05(a) Tax Rate "The governing body of each taxing unit, before the later of September 30th or the 60th day after the date the certified appraisal roll is received by the taxing unit, shall adopt a tax rate for the current tax year and shall notify the assessor for the unit of the rate adopted. The tax rate consists of two components, each of which must be approved separately."
Furthermore, the "Truth in Taxation" requirements of school districts in Texas require the opportunity for the Board of Trustees to discuss the proposed budget and tax rate before approving these for the school year. Therefore, a public hearing for community input or concerns in regard to taxation is provided regardless of whether the tax levy is increasing, decreasing, or remaining the same. To comply with these requirements, the Board of Trustees will conduct their public hearing at their regular meeting on August 24, 2026 at 6:45 p.m. This year's proposed tax rate exceeds the no-new-revenue tax rate. The vote on the ordinance, resolution, or order setting the tax rate must be a record vote. Per the Notice of Budget and Tax Rate which was published on August 12, 2026, the proposed Maintenance and Operations (M&O) tax rate is $0.7818 and the proposed Interest and Sinking (I&S or debt service) tax rate is $0.2431 for a total tax rate of $1.0249. Maintenance and Operations: $0.7818 ($0.0051 decrease from the prior year) Interest and Sinking Fund: $0.2431 (no change from the prior year) Total Proposed Rate: $1.0249 ($0.0051 decrease from the prior year) Because this year's levy to fund maintenance and operations expenditures exceeds last year's maintenance and operations tax levy, by law, the following statement must be included in the Resolution (in all caps). THIS TAX RATE WILL RAISE MORE TAXES FOR MAINTENANCE AND OPERATIONS THAN LAST YEAR'S RATE. The Resolution setting the tax rate is attached and must be approved by the Board.

7.3. Accept GCAD and BCAD Certified Property Values and Tax Rolls for 2026 and Approve Certified Collection Rate
Description:
In compliance with Section 26.04 of the State Property Tax Code, attached you will find the 2026 certified values and tax rolls, as presented to FISD by the Chief Appraisers of the Galveston Central and Brazoria County Appraisal Districts.
Also attached, in compliance with Section 26.04 of the State Property Tax Code, you will find a letter from the FISD Tax-Assessor Collector certifying the estimated collection rate for 2026 to be 99.40%, and the 2025 excess debt collections of Zero Dollars and Zero Cents ($0.00). |

7.5. Consider Approval of Order Declaring Unopposed Candidates Elected and Canceling the November 3, 2026 Board of Trustees Election
Description:
Administration will present the Certification of Unopposed Candidates for the November 3, 2026 Friendswood Independent School District Board of Trustees Election. In accordance with the Texas Election Code, the Board may declare the unopposed candidates elected to office and cancel the election.

7.8. Consider Renewal of Facilities Use Agreement with LifePoint Church for 2026-2027
Description:
LifePoint Church is currently renting Cline Elementary on Sundays. The tenant has requested to exercise the first of two one-year renewal terms in the original agreement. The areas requested for use are the Cafeteria and Gym. The monthly rental fee will be $4,084.50 and will generate district revenue in the amount of $49,014 for the year. District Legal Counsel recommended an alternative type of agreement for "non-school use of the district's facilities", deemed more applicable for facility use rentals as well as enclosing the board's local policy GKD Local. The Facility Use Agreement is attached for review.

7.10. Consider Approval of Missed School Day Waiver for Westwood Elementary
Description:
The Student Attendance Accounting Handbook (SAAH 3.8.1.2) allows a district to file with the Texas Education Agency for a missed school day waiver due to weather or safety issues. Westwood students missed 4 instructional days (August 18-21) consisting of 440 minutes each. The 2026-27 Instructional Calendar provided enough minutes to cover two missed days. We are requesting a waiver from TEA for a waiver for the additional two for a total of 880 instructional minutes. |
