Resolution Number 7446 executing the Loan Agreement, Promissory Note, Personal Guaranty, and Deed of Trust, and any other necessary documents between the City and Darrell Fletcher, for a direct loan in the amount of Fourteen Thousand Sixty-Five Dollars ($14,065.00), as part of the Downtown Revitalization Program and CDBG Grant 23-DTR-002.

5.d. Resolution Number 7447 entering into an Interlocal Cooperation Act Agreement, between the City and the Village of Crab Orchard, Nebraska, whereby the City shall provide garbage collection services for the Village.

current hauler dropped them, crab orchard requested MARS received 3 bids, submit $18.00 month same as FIlley & other communities. no price increase
Ruh - no vote, don't think being a city entity should be bidding against private businesses. citizens of Beatrice shouldn't pay more than other cities, more gas, more employees. better not see rates raised in Beatrice until those are paying, comment made we may have to lower price so we don't lose their business. not right, should charge same as beatrice. Kerr - crab orchard, JOhnson County, 5 people? TT - 28 citizens. Kerr - paying employees going to pay? TT - yes, already provide neigbhroing |

store kraft, owner retained bldg on far north. made storage units, want sign by highway, not allowed off-premise signs. have to extend property to highway, vacating & replant for them to put in sign.
Kerr - any other indication of them developing in the future? TT - no TF - no problem with plat, appreciate them doing this, they put it up other times, followed properly channels & appreciate that |

plat talked about earlier, touches hwy, initial conversations in 2020 or 2021, taken awhile to get this far.

7. PUBLIC FORUM
Discussion:
rita hydo, 208 Sherman Street, dumpsters for commercial proeprties, pay $74.20/months 4 dumps per month, extra dump $75.00 comes out to $17.13/week. think $75.00 for 1 extra dump is outragious. used to be $25-30 for an extra dump. can see if out of town, extra drive & mileage go by dumpster several times a week. has called, told city council sets the fee.

8.a. Committee Update.

Gary - Code Committee has been reviewing assessory structure, _____________, will forward them to Council
Ted - Dempsters radio & newspaper did good job detailing, fact sheet provided, last week district court to 2nd to last piece of this should know soon, filed grant application last week. 7 of 8 parcels that we need. brownfield grant, think should know in January or APril-May. next spring pursue other taxes to obtain last parcel, this time next year should own all. will apply for another grant. want this body & new members to know grants will not cover 100% demo. can see light at end of tunnel Terry - Downtown RAISE Grant met with NDOT, under contract to administer grant, out for RFQs for engineering firms Kensington Bldg we own - Hoppe revitalizing working with contractors, looking at bids, moving along Ella Street, met with James & TT, brought 60% drawings, in OA hands will give final plans for construction next year, home to construct next year or summer 4th 5th Market to Ella - $550,000 - we will design 4th & 5th Street, decorative lighting, trash recepticals, etc., will bring back when closer, construction planned for next summer also challenging community to come up with unique ideas to draw people to downtown. safety, beautify, keep young people here. ideas in community, unique or challenging, would be nice to hear from citizens. TT asked to thank Main Street for their effort in putting up new snow flakes in downtown |

MM contract runs out in January, hopefully happy RAISE, EPA, working to bring new contract forward
LIncoln 25-27 - JEO has 30% plans, James & TT reviewed TED - LIncoln to school new section stay on same line or widen out? TT - will likely narrow down from east. Think what is sitting there is 35-36" James wants 32" JEO 31", will need to have this conversation at this Body. will not make 4 lanes through. will tie in. Paddock/LIncoln working to get those transferred over, preliminary plans received for LIncoln Street Terry - LB840 income around $840,000? Same as last year? TT - would have to find out for sure if includes repayment of loans included in income Mayor - next mtg will say bye to Kerr & Fralin. thank both for rich all years of service, appreciate as council & Mayor. Kerr- honor. Mayor - Tim same way, appreciate everting brought to Council Tim - appreciate opportunity to serve ward 1 & city |
