2.l. Resolution Number 7074 executing the Administrative Assistance Contract with the Southeast Nebraska Development District (SENDD) to retain SENDD to administrate the REDLG Grant, as recommended by the Board of Public Works.

2.m. Resolution Number 7075 approving the request from Main Street Beatrice to close Highway 136, which is also known as Court Street, from 3rd Street to 7th Street, on Thursday, October 26, 2023, between 3:30 p.m. and 7:45 p.m., for the Night of the Great Pumpkin event.

2.n. Resolution Number 7076 entering into a lease between the City and the Eagles Club for the purpose of leasing a portion of city-owned right-of-way.

TT - piece of property in idustrial park, north & west of current park, precise fab, NGage orginally had option, worked through due diligience, gas pipeline easement finally cleaned up, next step to give notice to Schwartzkopf, doing so have 90 days to close, looking to issue bonds from LB840 to cover
TR - 80 acres Mayor - land by industrial park to expand, appreciate that we have in future. |

Resolution Number 7079 entering into an Agreement with Moonraker Mining I, LLC, setting forth the amounts of electrical demand and energy to be provided to Moonraker, the rates at which the electrical demand and energy will be provided, and all other obligations of the parties, as recommended by the Board of Public Works.

TT - last time met, contract for Moonraker Mining to purchase parcel in Industrial Prk. This agreement to provide power to moonraker, 5 year contract, 3 years fixed cost, 4 & 5 provisions depending upon _______; negotiated
TD - emergency option? TT - set rate & can't be interruptible. They selected interruptible option, if have rolling blackouts, can turn off for up to 100 hours, opportunity to keep others on & reduce costs should that occur Ruh - building or ? Tt - container, mfg bringing onsite, fence, improvements, then bringing in units, figuring layout for electric infrastructure |

airport damaged last june, bid process, hired Schoen's Roofing to complete work. request to oversite of construction, looking & olsson provide construction materials cost, up to $15,300, if needs more, work with them & shoen's. will let chosen work & review progress
Anthony Schoen, 468 West Lilac Road, why this is needed to monitor the roofing. schoen's is qualified to do work. felt they were being singled out, why some services are needed for this oversight, lots of photos taken, submit to CIty & Chet. most monitored that way as well. Mayor - some concern from a couple councilmen, i know work that has been done, help move project foward. |

7.a. Electric Department Overview.

pat 10 substations 1 transmission switching on west side of hwy 77 by dog park
6962 total ______ residential, 1000 commercial AMI structure utilized for outage situations, sends out "last gas" stating they lost power & know before receiving calls , very beneficial system full installation in 2018?? last rate increase since 2015 looking forward with current energy contracts, no rate increases hopefully through 2030. Doyle - how were we able to not raise rates? PF - used ot purchase from NPPD, 2016 they wanted long term contract, led us to looking around at other possibilities, SWPP manages all transmission lines within mid USA, found beneficial rates & locked in until 2030. have seen some issues with materials going up, feel can make it work. PF - businesses call to see what rates will do, when can tell them no rate increase for that time period, very beneficial for all McLain - one thing should be very proud of. PF - were some questions in the beginning, Curent projects - Arthur, 6th to 13th, rebuilding in alleys crew on west side from river to ______ underground primary extensions - Northgate area BCHHC & Dialysis center, currently on 1 line, want a second loop extension for new school later this week to start. substation 7 rebuild - converted from 4160 to 12.5kV - sub off line now map of substations & transmission rig substaion rebuilds - sub 1 - 1st & Grant - 4th & grant now - rebuilt in 90s sub 6 - by scc, just finished last year, new trans - helps repair parts, stock 1 set for 4 subs that we currently have, reduce inventory & costs. sub 9 - industrial park 15 employees - engineer retired last week; mayor very well run department eskra - commended for running great operation & citizens understand rates not increased for 5 + years, we got that business because of what CIty has done in last 10 years to prepare for new industry. in very good shape compared to other communities. thank for moving Beatrice forward. |

7.b. Clean City Week 2023 Review.

1187 stops, 220 man hours? 92 loads to landfill $_________
149.22 tons, cleaned out of city 34th year great program, few bums in 2016 & 2017 with household garbage, cracked down, clean city is large item pickup, not picked up not allowed items 818 76 declined - due to not allowed items - more than 2 dump trucks, bags of clothes, garbage, 1 recliner buried & left the items one of better years, not a lot of places that were left, 67 partial left, 225 already gone. guys work 4 10s, if resident puts in MARS tote, come through & pick up with residential pickups, not a lot of special pickups that clean city couldn't pick up & MARS will pickup,not many mattress drop off - bedbug issue, don't like employees touching, have rolloff at compost site, 1st & Ella & Scott street ballfields abused location. had 9 30 yard rolloffs, last year 16 30 years rolloffs, average 13, works well, not many complaints MARS as doing rolloffs, pick up Joint effort - Street, Water, Mars, Electric, Landfill, plus all Admin & IT, overall great program. no injuries or accidents, no backing or lifting accidents. Mayor - thank you for doing Doyle - don't always get compliments, 2 thanked they did well & with good attitude Eskra - mattress drop at landfill has worked, happy that monitoring has done well. |
