item m - lot of discussion hope tobias give overview of June 2023, hail storm. damage at airport, had insurance, however, not suffcient. bids for roof repairs, 3 responses, j tech, ____, schoens, determined what items that can fit under one contractor. airport advisory board recommended approval. TF - none taken down TT - Correct; TF - how much more to repair? TT - could get everything completed, few buildings that may not be repaired, more cosmetic in nature, jet fuel - will be on grant & repaired, 1 old Quonset not repaired due to cosmetic.
GB - $300,000 penalty since Airport Authority had under insured. KErr - others well over $1 mill? TT - yes $400,000 gap Kerr- throws up redflag, in past low ball & award bids, change order issued, are we going to have change orders come in that will take us over those bids? makes him uncomfortable. Mayor - some circumstance for the change order - something they ordered on time, have to be prudent with change orders. RUH ABSTAINED q - protection?? TT -allegiance reviews TPA meet our plan, approve payments, do have reinsurance. Doyle - who tells us what amount of $ before we don't have to do this anymore? TT - lockton TD - talked to them?? TT - have contract 3 year, in middle, reopened 5 submitted letter of resignation, conducting exit interviews - more money was common...big push to gain accredited officers. looked to increase dispatchers, officers, and sergenats. $5 disp. $7.50 for officer/sgt. extend thru 2024 and take place for their COLA for 10/1/2023

Discussion:
TT - making improvements at 33rd & Lnk, JEO did traffic study, look to have them design. $337,440 - includes design, utility ______, public involvement, bidding, not included is construction oversight, which is very common
Kerr - church to cemetery? TT - church to intersection lnc & 33rd, then down to cemetery entrance. Will we try to do all the way from 19th street? TT - 24th does not have storm sewer today, may design that in house & bid in house, looking to see if Tim - is this included in $4.3? TT - yes Fralin- pulled a few things TT - yes will complete in house on somethings, not enough staff to do all Doyle - hard to change public involvement in project once let the bid.. scope of bid under public involvement - want to make sure contacting property owners so they know what is going on & kept informed 2 - construction schedule 15 mo after notice, anticipated summer 2024 & end fall 2025 - TT - will have to have coordination with the school. may have to look at doing phasing work & coordinate with them. mayor - unusual conversation, tried to enter into conversation early, August told them 15 months, they had a challenge on where they were going to put the building, we were fully aware. Doyl e- improve moving forward Aaron Schoen, contracts this large ardent you supposed to put out for bid? TT - if professional services not required to bid KErr - why was this not included & figured in with the School & the school paying for this? not against school. they dropped the ball, big brother taking care of it. TT - cant' answer on behalf of the school, this is part of the $4.3 million that is a cost share, since city project for streets, we will take it over. Fralin - imagine there will be another building put out there & hope they include in next time. KErr - why would they? Mayor - no one really excited for project, but did right thing |

fralin - back to a couple weeks ago, if contact more than 3 others, would be in violation of open meetings agenda, if repeal, how will items be placed on agenda. Morgan - will basically develop something to do it. look at past record, not afraid to take items if reasonable, unless oversight or policy will not be brought to agenda. TFairbanks - agenda item asked to be placed on agenda CC goes to Mayor, hasn't been issue with Mayor Morgan, but would like to mention, this was asked to be placed on agenda in January. MOrgan - yes; TF - having said that, believe will be voted out, doesn't represent the way to run government, do need to have discussion moving forward on how items will be brought & placed on in a timely manner. GB - not think of anything that wouldn't be approved, not sure issue with current mayor, which may be a bigger issue, think for future it wouldn't hurt. Kerr - put on for years ago, brought up memorial drive every meeting, would go 2-4 hours finally went to mayor Bartels - to stop nonsense that was going on. no issue with any mayor to have something put on agenda. Mayor - short term will be a number of things that will need to be worked out & some are non-negotiable. no issue about when to be on the agenda, will look at on an oversight point of view. if operations, will not be on agenda just to make agenda longer, we are for oversight. renovation of waterfall came out of this, hopefully this group will work together to move Beatrice forward for all 12,500. Kerr - mechanism, didn't we have sign up sheet in clerks office? JB went through it. TFairbanks - simpler times, went to city hall, had standing committees, go to clerk, item to discuss on which committee, then mayor would look at & contact when or where it would be discussed. Ruh - think if someone from public has an item they want on the agenda don't see a problem to have 5 minutes spent on it, so public knows we are listening to them. don't think have an issue, but if public wants discussed, we should be able to do so. give public right to know being listened to, goes a long way. Mayor- depends upon an oversight or policy - have to filter that ourselves. RUH someway to public acknowledge they are being heard & taking them seriously. Mayor - If each CC has barnard - first go to TT, Mayor or Taylor, would like to do more McLain - go to TT or Dept done good job with one person issues - have followed up timely manner |

TT - part of zepher transaction, sale price $30,000 2.32 acres, NPPD utility easement, have been working with over digital mining company, already has infrastructure needed. hope to have someone there by end of summer if all goes well
TFairbanks - vote against the sale, everything read about these, very loud & think will be problematic. we purchased tract north, are they in a big hurry or could we have put them in the far north end. TT - electrical infrastructure is not there currently, meets noise oridnnce, has been talked about from the beginning. TF - when get complaints, NE humid place, concern is once it is there, can't do anything about it. think will be a problem down the road. not opposed, but will vote Tdoyle - was also going to ask about that, almost 100% can be drowned out, at least 3 drown out sound,not sure on this company, but TT - what does noise come from - fans, cool with fans, yes number of products to dampen noise, have looked at different options & will look to implement something to address that Kerr - will they bring jobs? TT - no jobs, once get large enough maybe a couple techs. Mayor - will use a large amount of energy KErr - will it be affected? TT - no, price of energy is same price day or night, no issue during summer months. have excess energy we can sell to them. working on how to sell them the energy. GBarnard - talking about for long time, think will be making good money due to energy costs being reasonable |
