Discussion: The board reviewed the financial documents with no questions.

V.C. RES/RJH/RHS Campus Improvement Plans

Presenter: Theresa Cowling, RES Principal/Kim Cody, RJH Principal/Shaun George, RHS Principal

Discussion: Theresa Cowling, Redwater Elementary School principal, Kim Cody, Redwater Junior High principal, and Shaun George, Redwater High School principal, provided the board with their 2025 Campus Improvement Plans and explained highlights reflect the new information added. The Junior High and High School Campus Improvement Plans will be action items for the December regular meeting.

V.D. Campus Updates

Discussion: Redwater High School National Honor Society seniors were invited to Arkansas High School to participate in this year's Love & Kindness Annual Student Homeless event on December 10, 2025. In addition, the board received information regarding the implementation of a new fundraising program led by Mr. George.

V.E. Library Materials

Discussion: Texas Senate Bill 13 mandates proposed library materials be posted publicly for at least 30 days before board consideration. Redwater ISD has posted the required list on the district website, along with a statement noting Region 8 ESC review, the 30-day public posting period, and an invitation for community feedback through an online form. The information is available on the Redwater ISD Libraries page.

V.F. Professional Development

Discussion: Students and staff have been highlighted/celebrated on social media as a part of our Learn, Lead, Serve campaign and Dragon Kingdom branding. The board was provided examples of these social media posts.

VIII.B.2. Advertising

Discussion: Channel 3 came to Hoco Smash on October 20, 2025, to film our homecoming festivities and interview Mr. Kevin Jones, retired Redwater Junior High School teacher, and Leah Pickering, current Redwater Junior High School teacher for the Classes of 2004 and 2005 time capsule reveal. In addition, TXK Today featured the Redwater Key Club's canned food fundraiser in an article focusing on food drives across Texarkana schools amid rising holiday need.

Discussion: Dr. Burns reported on the Facility Advisory Committee meeting on November 10, 2025.

VIII.D. Veterans Day Programming

VIII.D.1. 10,000 to the Troops

Discussion: The Redwater ISD second annual 10,000 for the Troops initiative was a success. The Art Departments created 1,200 cards for active service members, 148 more than last year, expressing holiday wishes and gratitude for their service.

VIII.D.2. Golden Dragons

Discussion: The Golden Dragons participated in the Veterans Day Program and contributed to the second annual 10,000 for the Troops initiative by making cards for veterans alongside students from each campus. They created 54 additional cards, bringing the Redwater ISD total to 1,254. Following the activity, students led tours of the junior high and elementary schools.

Discussion: Intruder Detection Audit held on October 17, 2025. The audit was reported during executive session.

VIII.H. Legislative Update

Discussion: The board received an update regarding the district's Senate Bill 12 legislative compliance.

VIII.I. Custodial Services Contract

Discussion: The board discussed the district's custodial services contract.

VIII.J. Teacher Incentive Allotment (TIA)

Discussion: The district is in the process of forming a Teacher Incentive Allotment (TIA) Committee, which will include teachers and staff from various areas within our district. This committee will be crucial as we consider participating in the program.

VIII.K. Texarkana Promise Scholarship Program

Discussion: Dr. Burns and Mr. George provided a report on Texarkana College’s new Promise Scholarship Program.

VIII.L. Playgrounds

Discussion: Dr. Burns discussed the projected timeline for the playground projects at the Elementary and Intermediate schools. Projected delivery date of playground materials is December 2025.

VIII.M. Technology Update

Discussion: The district has achieved 76% completion of the annual cybersecurity training with one month remaining, compared to 68% at the same time last year.

Discussion: Board members reviewed the September 2025 Facilities Update. In addition, Coach Haugh provided cost estimates for tennis court resurfacing, intermediate gym floor, and track repair.

Discussion: The district is collaborating with Texarkana ISD to determine cafeteria inventory, identifying which items belong to TISD and which belong to RISD.
