6. Communications

Discussion: Ryan Stearns gave an update on the legislative position between Ryan Stearns and Jason Bishop. Currently, there is a tie. The decision will be made after the state conference.

7. Reports

7.1. Grounds Report- T.G.

Discussion: Tina is continuing to mow, trim, and water. She has helped set up for two football games and Jorgenson Lawn applied the 4th application on the lawn.

7.2. Transportation Report - D.J.

Discussion: There are no issues on any buses or vehicles. The 80 day inspections will happen this week.

7.3. Building Maintenance Report - R.S.

Discussion: There is currently a leak in 6th grade room and a couple of leaks on the roof. Ryan has filled the playground with new mulch. Currently, about 3inches too short on mulch for the playground. There is more mulch getting ordered. The swing set is still wiggly. Ryan is thinking the swing set will need to be pulled out with a skidsteer to replace it firmly. Rochester Midland came to do their water test. Stair trends keep ripping and tearing. Ryan Sanger recommends getting more heavy duty tread.

7.4. Activities Report - A.S.

Discussion: Mr. Seamann stated it was the lowest attendance at the September volleyball tournament in a while. Mr. Seamann would like to recognize Girls Cross Country on runner-ups at the MNAC Cross Country meet. Some upcoming events include District Cross Country on October 15th, MNAC Volleyball on Oct 15 and 17th, State Cross Country on Oct 23, and Football 1st round state playoffs on Oct 30th.

7.5. Principal's Report

Discussion: Mrs. Pavelka and teachers are working through IPG Walkthroughs within ELA classrooms and standards and curriculum work for all grade levels. Stone Hearth Estates residents came to the preschoolers and read Frog and Toad. Elementary students went to Dusty Trails this past week to give our elementary teachers time to prepare for Parent Teacher Conferences. Mrs. Pavelka thanked Mrs. Foster and Molly Most for a fun "Dolly Day" on September 25th. Mrs. Pavelka gave a student behavior update to the board.

7.6. Superintendent's Report

Discussion: Mrs. Foster attended Labor Relations Conference, ADCO, and will be presenting at State Ed Conference with Ryan Stearns on the Learning Center. Mrs. Foster has been meeting with School Finance Commission and Superintendent Advisory Council. The school valuation has increased to $457,990,306.

7.7. Special Recognition

Discussion: Congratulations to the football team on their success so far this season! 7-0!

7.8. Committee Reports

7.8.1. Finance Committee

Discussion: General Fund is under budget by 5.20% and Lunch Fund is under budget by 3.96%.

7.8.2. Policy Committee

Discussion: The policy committee met on October 7, 2026 and reviewed the policies in the 6000 series. The reviewed policies are on the agenda this evening for review. No action is required.

7.9. Legislative Update

Discussion: Short Term Suspension Procedure (LB 653): Notice must go to student AND parent, guardian, or educational decision maker (LB 653). Library Notifications (79-533.04) By start of 26-27 school year, must have a board policy that: Requires creation of a catalog of all "books" in the school’s library, organized by school building, must be accessible to parents, Provide the "opportunity" for a parent of a student to be notified when the student checks out a book.

7.10. School Board Workshops, Conference Reports, and additional Information

Discussion: Mr. Roberts shared a presentation on the NATS conference in Omaha that he attended at the Omaha Zoo.

8. Discussion Items

8.1. Review Superintendent Contract

Discussion: Superintendent Foster's contract states that the dental family insurance is fully paid for, but it was missed, and she has been paying her portion for family dental since she arrived. Mrs. Foster has been reimbursed for her portion.

8.2. Rule 10 Compliance Visit

Discussion: On September 30, 2026 Brady Public Schools had our Rule 10 Compliance visit. The last visit was 18 years ago. Rule 10 are standards and indicators that governor how schools must operate in the state of Nebraska in order to be accredited. All public school systems are required by state statute to be accredited. Accreditation is a designation earned by complying with all provisions of Rule 10: Regulations and Procedures for the Accreditation of Schools. These regulations and procedures are intended to establish equality of educational opportunity for all students in public elementary and secondary schools.BPS received a violation in two areas:
004.01A-B Instructional Program and Standards, 004.01C Curriculum and Standards. The district needs to show progress towards the violations within two weeks.

8.3. ALICAP Safety Visit

Discussion: Carl Dietz from ALICAP came to Brady on September 23, 2026 for our Safety Visit. We are still waiting for the full report.Suggestions for improvement included: painting the curb yellow on the playground, contracting with an electrical company to rewire a copy machine so it is not plugged into the ceiling, and ensuring ALL doors are locked and not propped or left unlocked

8.4. Review Policies 6001 - 6046

Discussion: The Policy Committee met on October 7 and reviewed all the policies in the 6000s. There are no changes, so no action is required.

8.5. Review Superintendent Evaluation Timeline

Discussion: Mon. Nov. 2^nd - Sun. Nov. 8^th: Superintendent completes the self-evaluation, Tue. Nov. 10^th: NASB sends board self-evaluation results, Tue. Nov. 10^th - Thur. Nov. 19^th: Board members complete their evaluations, Final Report & Executive Summary will be emailed to the board president by Tue. Dec. 1^st (The board president will also receive a follow up call from a Board Leadership Team Member to discuss results.)

8.6. Review Negotiations Timeline

Discussion: On or before September 1 of the year preceding the contract year in question, the certificated and instructional employees' collective-bargaining agent shall request recognition as bargaining agent.October 1: The governing board shall respond to such request. A request for recognition need not be filed if the certificated and instructional employees' bargaining agent has been certified by the commission as the exclusive collective-bargaining agent.On or before November 1 of the year preceding the contract year in question, negotiations shall begin. There shall be no fewer than four negotiations meetings between the certificated and instructional employees' collective-bargaining agent and the governing board's bargaining agent. Either party may seek a bargaining order pursuant to subsection (1) of section 48-816 at any stage in the negotiations.If an agreement is not reached on or before the following February 8, the parties shall submit to mandatory mediation or factfinding as ordered by the commission pursuant to sections 48-811 and 48-816 unless the parties mutually agree in writing to forgo mandatory mediation or factfinding.

8.7. Sparq Negotiations

Discussion: Sparq Negotiations is a real-time comparability software package designed for public entities like school districts, cities, and counties to compare their labor contracts, costs, and settlements against peer organizations.
