Monday, September 9, 2024 To follow Budget Hearing/Tax Request - Regular September Board Meeting

Discussion:  President Stearns called the meeting to order at 6:09pm.

Discussion:  Tina Golter gave her report. Her monthly duties involved: mowing, Trimming, watering plants, and pruning. She also got the football field ready for their first game. That involved: pressure washing the bleachers, moving the aluminum bleachers, bringing in the sideline rope and trash cans. Preschool parking lot edgers were installed by Kevin Earl. Mulch for the preschool playground has been ordered but there is no delivery date yet. A shed from Menards will get ordered to store the preschool playground toys. 

Discussion:  Mrs. Foster gave Dan's report. All fleet and bus DOT inspected and on the road. New windshield was installed on the gray mini van. New tires will be needed this month for the small bus. Dan suggests keeping in mind about replacing the old suburban in the near future. Mrs. Foster mentioned that it is being talked about banning 10 passenger vans for schools. If that happens, small busses will need to be bought. 

Discussion:  Mrs. Foster gave Ryan's report. Rochester Midland came and did a check of the closed loop. Waldingers showed up and served all roof top units and replaced filters. Pre-School room is complete. Culligan came to deliver salt for the water softener. Ryan Stearns asked why Waldingers was replacing the filters. Mrs. Foster will look into having maintenance complete this or a smaller sized business. 

Discussion:  Mrs. Foster gave Mr. Seamann's report. Fall sports are in full swing. Cross Country has 5 students, Football has 16 students, and volleyball has 21 students. August football gate was $414. The district is still looking for an assistant girls wresting coach. 
 

Discussion:  Mr. Larson gave his report. This year if a student is on the downslist, their phones are kept in the office until the end of the school day. There are now phone pockets for each classroom for students to put their phones in at the beginning of each class. Fall Map testing begins September 17th. Maggie Burke (Technology Coordinator) is helping with powerschool software updates. Mr. Larson is very pleased with the many reports that are now able to be found through powerschool. Mr. Larson also talked about the new office and how functional it is. Everyone is able to work efficiently and feel safe. Mr. larson talked about the Danielson model, which is the teacher observation check list. A walk through observation is required 1 per semester for 10 year teachers and 2 per semester for less than 10 years of teaching. There is also a new online option for mandatory reporting.

Discussion:  Mrs. Foster started her report by talking about the district's strategic plan. A school improvement leadership team is being established. Preschool started on September 4th. There are 13 students and 2 teachers. Seniors who are teacher aids have been placed in the preschool room to provide some help. Cabinets have been installed in the DL room. Counter tops for the office secretary desk will be installed later this month. Mrs. Foster would like to do an open house after school hours for the community to come in and see the improvements once everything is complete. The school ALICAP safety inspection is going to take place September 10th. The safety and security grant funds have arrived of $227,500 and has been transferred over to Depreciation to cover construction bills. Other grants received include: Distance Education Grant of $5,696.70 and Altria Settlement (settlement of vape detectors) of $1,400.

Discussion:  The Board would like to recognize Kate Axthelm for her work on the new school website and social media branding. Her talent and skill set is well showcased and we value the work she has accomplished.

Discussion:  General Fund is under budget 2.14% and Lunch Fund is under budget 2.82%.Brady Get N Go $2,308.40 and Black Hills Energy $267.43 will get paid this month and be added to October register. Silent Auction received $3,332. This amount will get moved over to the Brady School Founation account. Mrs. Foster has asked to be able to apply for continuing education funds for continuing her degree, which the finance committee has agreed to.

Discussion:  The committee talked about option enrollment and increased capacity to 15 students in Kindergarten. The policies listed on the agenda were all reviewed and talked about. 

Discussion:  Marge Spencer attended the Village of Brady meeting and went over the details.

Discussion:  Marge Spencer gave this report. Well over 200 graduates attended Brady Days Weekend. The tours of the school were all enjoyed by the alumni and community. Thanks for all the members that gave the tours. $4,018.00 was received from Mid-Nebraska grant and $3,300 has been received from local donations for the Learning Center. 

Discussion:  A few of the interim hearings NASB is following this Fall have been scheduled. • LR 384 (Linehan) - Examine nonprofit organizations, their nonprofit status, the way they use their nontaxable income, and the ways they use their nontaxable income for political purposes (Thursday, September 5 and Friday, September 6 at 1:30 PM in Revenue) • LR 349 (Linehan) - Examine the funding sources, including tax incentives & other methods, used for early childhood education programs in Nebraska (Friday, September 13 at 1:30 PM in Revenue) • LR 367 (Day) - Examine mechanisms to slow the rise of property tax valuations during periods of rapid property value increases (Friday, September 20 at 1:30 PM in Revenue) • LR 418 (Dover) - Examine the current property tax valuation process (Friday, September 20 at 1:30 PM in Revenue)

Discussion: 

August 20: Area Membership Meeting: Thank you to Ryan, Marge, Sara, Tina, Bryan for attending! October 2-3: Labor Relations Conference, November 20-22: State Education Conference, December 5: New Board Member Workshop. Marge Spencer gave a report on the Area Membership meeting. 

Discussion:  Teacher salary and extra duty listings the board got to review. 

Discussion:  Mrs. Foster contacted the lawyers on how to correctly calculate overtime. Our lawyer gave us two options, Weighted/Blended Average and Accural Method. The weighted/Blended takes the total amount of pay divided by the number of hours to calculate the overtime amount. The Accural method is calculating the overtime hours as they are worked. Weighted/Blended Average method will be the easiest for Molly Most to work with, so the board agreed with this method. 

Discussion:  Area schools are beginning to pay student teachers as a recruitment tool.  A few schools were listed to show the board what other schools are doing.The board liked providing the sub pay rate of $120. Sara Gentry likes the idea of providing a free lunch. Ryan Stearns also mentioned a signing bonus needs to be included to encourage to retain them. Ryan mentioned tuition forgiveness as a bonus. Since no one is signed up, there is still time to decide the amount for the bonus. The board wants to do a retention bonus. free lunch, continuing education reimbursements, and $120 a day. 
 

Discussion:  Policy is reviewed by the policy committee and updated to reflect current laws where students have three opportunities to option. Students are now able to option in for elementary, middle school, and high school. 

Discussion:  Each year we are required to review the Resolution on School District Standards for Acceptance or Rejection of Option Enrollment Application. Preschool: 15, Kindergarten: 15, Grade 1-6: 21, and Grade 7-12: 24. Putting a cap on classes would allow for smaller class numbers. Other members wanted to keep it open. The board wanted more time to discuss. 

Discussion:  The policy committee reviewed this policy and changes that KSB included to include the Pregnant Workers Fairness Act (new law).

Discussion:  The policy committee reviewed the changes recommended by KSB which now includes that the Superintendent is in charge of press releases AND other official communication. 

Discussion:  Changes by KSB were reviewed by the policy committee. The changes are minor and specifically updated wording from "small purchase" to "simplified acquisition".

Discussion:  The policy committee reviewed minor changes by KSB law firm to this policy to include minor language changes from "small purchase" ro "simplified aquisition".

Discussion:  The policy committee reviewed the changes from KSB to this policy which now include that if there is an inability or refusal to post in the newspaper on a timely manner, the school may post on our website.

Discussion:  The policy committee reviewed changes by KSB to include changes to the law which now requires we must allow public comment at all meetings.

Discussion:  This policy has been reviewed by the committee. Shows the order of priority of enrollment, and the cost of $240 for out of district students. 

Discussion:  This policy was reviewed by the committee. Explains how a student can get early admission if not at the age of 5 by July 31st.

Discussion:  The board needs to appoint a student member of the board. Attached the policy was reviewed by the board. Mrs. Foster suggests the board elects a student to be student of the board. Also suggests having more than one student on the board and put on a rotating schedule to attend. The board mentioned a student interested will fill out a survey and then the board will choose. In the policy it was changed to be able to be longer than one year and a student is expected to be in Good Standing. 

Discussion:  The board recognized the BEA Letter. The letter will need to be for the 25-26 and 26-27.
