Monday, September 11, 2023 To Follow Budget Hearing/Tax Request - September Regular Board Meeting

Discussion:  President Stearns called the meeting to order at 5:24 P.M. and acknowledged the Open Meeting laws in the board room. Roll Call was taken.

Discussion:  Superintendent Foster read Ryan Sanger's report. Culligan was contacted about the water softener that was going to arrive around September 7. The cost of a twin tank system is $2400.00 with an additional $250 for installation. Weathercraft has been contacted twice with no response. The heat exchanger was leaking so Bob with Charlies Plumbing came and repaired it. The second heat exchanger needs to be replaced at some point. In addition, insulation of the cooling tower is scheduled for the week of September 11-15. The district purchased 26 more LED lights to go around the main gym hallways. The delivery date has not been set, but it was ordered on Aug 29, 2023. Also, I ordered a bagger for the cub cadet riding lawnmower for the football field to clean up all the loose grass, which was $579.00.

Discussion:  Superintendent Foster read Dan Robison's report. This month, Dan focused on getting the district's fleet in compliance with rules 91 and 92 of the Department of Education guidelines. The Yukon has had its oil changed and the brake lights have been replaced. Dan is currently looking for a replacement driver's side tail light for the Gray Mini Van and has received quotes for windshield replacement of the Activity bus and bus 18, because both of the windshields are cracked. Bus 18 also has an electrical problem that drains the battery, so Dan will be scheduling it to be looked at by Travis at Inland Trucking. The rest of his time this month will be spent getting the fleet detailed and checked so they are ready to go for staff and students. The transportation department will be working to set up procedures and check lists to streamline the care and maintenance of all the district's vehicles.

Discussion:  Tina Golter gave a short report. The district got a new push mower with a bagger so she doesn't have to deal with grass clippings. Tina will also eventually get more perennial flowers for lower maintenance in the front. She has been busy mowing, trimming and pulling weeds around the school. 

Discussion:  Principal Larson started off his report by presenting eduCLIMBER incident charting. This chart includes categories of student behavior situations throughout the month. Charting helps take a proactive approach to help resolve these behaviors. There have been 26 incidents in August and 10 so far in September.  There has not been a cell phone compromised yet from class, which is a huge win. One category that is really getting worked on is inappropriate language from students throughout the school day. Most frequently in the hallways, rather than the classroom. Students are redirecting very well with positive behavior. Starting October 3rd,  "Access time" will be available for students to receive additional academic support. This will happen before and after school on Monday, Wednesday, and Friday. Fall testing for students will begin this week, September 12th. Fall Parent/Teacher Conferences will be September 28th with a 12:00pm student dismissal and Parent/Teacher Conferences from 4:00-8:00 pm.

Discussion:  ,Superintendent Foster started off her report by updating about the process of the vape detectors. The district was awarded $8,325 to buy vape detectors. Triton Vape Dectors will be sending the district a free trial detector to assess its effectiveness. The FCS oven has been successfully ordered from the grant that Mr. McGown completed. A rebate from Dawson Public Power for LED Lights came in for $771. The district has purchased 71 LED lights for classrooms and the commons area through the Depreciation Fund. A USDA grant has been submitted for $25,000 to upgrade some kitchen equipment. The grant to receive playground mulch closed before the district could apply. The district will apply when it reopens in the spring. Superintendent Foster is working diligently on getting the required safety trainings from ALICAP insurance completed by all staff members. 

Discussion:  Superintendent Foster would like to recognize the shift in our staff. Tina Golter- Grounds Department, Dan Robison- Transportation Department, and Maren McKim- Kitchen staff along with hiring a new Para Educator- Megan Thomsen. Superintendent Foster is hoping to hire one more Para.

Discussion:  The policy committee met and reviewed Brady School Policies on Public Participation.  The opening statement for public comment will be added to the agenda moving forward.  Speakers who wish to speak during public comment will also be required to sign in so that the board knows how many people want to speak during the 20 minute time limit for public comment. The policy committee began to review policies in the 2000 series from KSB.  The committee opted to print all of the 2000 series so that it would be easier to cross reference KSB policies with BPS existing policies and to look for overlap and items that are missing. The policy committee will reconvene and look over 2000 series from KSB in October. Going through the policies will be a work in progress.

The Finance Committee met and looked over all the expenses and revenues prior to the board meeting. The General Fund is under budget by 1.03% and the Hot Lunch Fund is under budget by 2.79%. It was discussed that the First National Bank check name is the district's credit card company. Anything bought with a credit card, a check is written to First National Bank to pay it off.

Discussion:  Marge Spencer presented a report on the Area Membership Workshop in North Platte. Some high topics were Public Comment, Internal Stakeholders, and Professional Development training for staff to help with mental health and wellbeing. Five of the board members moved up in level and got awards. 
Sara Gentry mentioned a topic that was mentioned at the workshop about updating the superintendent contract to the website, which has recently been added. 
 

Discussion:  There were nine teachers that took Professional Development trips over this past Summer. Throughout the next couple months, each one will present about their trip.
Mr. Seamann went to the National Strength Conditioning Conference in Las Vegas. There were four breakout sessions that were very beneficial. One session included Speed and quickness development, along with ACL prevention. Most people that attended were from NFL, NBA, and College Teams. Equipment was recently bought to help with speed and fitness tracking to help students improve throughout high school sports career. 

Mrs. Assels went to Sacramento, California and participated in a sensory experience at the Sacramento Zoo. A company called KultureCity partners with Sacramento Zoo to provide people with sensory needs to have a great experience at the zoo. KultureCity provides noisecancelling headphones, weighted blankets, fidget tools, and special badges to help assist those in need while visiting the zoo. Mrs. Assels also toured a Jelly Belly factory which uses robots for fixing machines and making the jelly beans. A fun fact is that it takes 72 hours to make one jelly bean. She visited the Golden Gate Bridge and learned about how the bridge sustains earthquakes and the construction of the suicide net. A quote that she brought back to her students is "Be Brave, Be Safe, and Be You", which came from her sky diving experience in California. Her new goal is to sky dive in each state. 

Discussion:  The rates that were approved in the Special Meeting on August 28th weren't available for the district because the district is a business account. The best rate long term wise at FNBO is only .06%. The board members agreed to withdraw that CD and change it over to Flatwater Bank for 18 months at 5.25%. 

Discussion:  BEA Group will be the negotiating agent for 2024-25

Discussion:  Carl Dietz works closely with the superintendent on a 5 year plan for many surrounding districts. He would help with determining what needs to be done each year on the budget and provide feedback on financial needs. The cost would be $15,000 the first year, $10,000 the second year, and $2,500 every year after. Ryan Stearns would like to get the strategic plan for the district more in place before Carl Dietz comes up with his plan. The other board members did agree. 
 

Discussion:  Since Tina Golter is now full time doing activities transportation and grounds work. A new board member will need to be put on the Facilities, Transportation, Equipment and Technology Committee. It was decided to remove Golter from Facility and add Miller and remove Miller from Americanism and add Franzen.

Brady Public Schools needs to appoint the Superintendent to handle matters of anti-discrimination, anti-harassment, and anti-retaliation.

Discussion:  Policy 2016 allows board members to join the district's dental and health insurance along with life insurance. The board members would pay the employee and employer part of insurance if they would like to participate. 

Discussion:  Signe Assels talked about National Honor Society and the projects they will be completing throughout the year that comply with Rule 10/Appendix F and Americanism.
