4.A. Consider providing $8,382 to Saline County Area Transit for county-wide transportation services.
Discussion:
Mayor Dave Bauer explained that at a previous meeting about the SCAT funding, there were two different amounts being asked for, a county portion and a city portion. It was agreed upon to look further into other funding or donations for the City portion as they are asking for the $8,382 for the county portion now, as they are into their fiscal year already.

4.B. Consider setting the speed limit on Dogwood Avenue from 13th Street to the southern city limits to 35 mph.
Discussion:
This was a request from a residents along Dogwood Avenue. The Public Works Committee met on this and recommended approving the lowering of the speed limit on Dogwood from 13th Street to the southern city limit.

4.C. Consider approving Change Order #1 for the Linden Avenue and 12th Street Overlay Project in the amount of $33,153.20 for additional repairs and patching.
Discussion:
City Administrator Tom Ourada informed the council that there was subgrade issues with the overlay and a lot more work had to be done than was planned. The Public Works Committee met on this and recommended approving the change order.

4.D. Consider awarding the bid for a new ambulance to Danko Emergency Equipment Co. for $250,790.
Discussion:
City Administrator Tom Ourada reported that this bid met all of the specs and requirements for an ambulance. It went to the Public Safety Committee, who recommended awarding the bid to Danko Emergency Equipment.

4.E. Consider entering into an agreement with Lincoln/Lancaster County EMS Oversight Authority for EMT training and medical oversight in the amount of $1,100 per year for 5 years.
Discussion:
This item was tabled due to a couple of concerns with the agreement. Those concerns will be addressed and the agreement will be brought back.

4.G. Consider using up to $240,000 of LB840 funds to purchase real estate for housing.
Discussion:
City Administrator Tom Ourada informed the council that this is a request to have LB840 relinquish up to $240,000 to the City for the purchase of 4 lots in a subdivision that are being looked at. The lots will be reconfigured and sold to the Crete Housing & Economic Development Corporation to move forward with workforce housing. The Legislative & Economic Development Committee met on this and recommended using up to $240,000 of LB840 funds to purchase the lots for housing.

4.H. Consider enacting Ordinance 2142: An ordinance amending the wages and salaries of city officers and non-bargaining unit employees of the City.
Discussion:
City Administrator Tom Ourada explained that the passing of LB51 resulted in the need for the title of 'conditional non-certified police officers', who have been hired but not yet trained. This position needed a pay scale, and since there is only a short amount of time for one to be in that position, it only needs a one-step scale, which will be set by this ordinance. The Personnel Committee met on this and recommended enacting the ordinance.
