Rationale:
Updated to more accurately reflect the language of Tennessee Attorney General Opinion 95-126 which opines that a governing body may only regular access to is public meetings in a manner that reasonably serves public safety and welfare, or its ability to conduct orderly and efficient proceedings. Many board policies currently require approval of the board prior to allowing recording equipment access. The revised policy allows boards to conduct orderly and efficient proceedings while ensuring access for the public. TSBA recommendation.

Rationale:
The State Board of Education recently approved a change to State Board Policy 3.400, High School Examinations. This change allows a district to exclude end-of-course examination scores from a student's grade if they are not received at least five instructional days before the scheduled end of the course. This change is similar to the new law that allows TCAP scores to be excluded if they are not received at least five instructional days before the end of the school year. The recommended policy adds a provision that gives the director of schools the authority to exclude these scores if the requirements of the policy are met.

6. 5.305 Family and Medical Leave

Rationale:
Policy 5.305 has been updated to more accurately reflect the Federal FMLA regulations. The change replaces the word "or" with the word "and", which is consistent with federal law and regulations.

7. 6.414 Prevention and Treatment of Sudden Cardiac Arrest

Rationale:
During the Legislative Session, the General Assembly enacted Public Chapter 325 which requires districts to have a policy in place to address Sudden Cardiac Arrest Prevention. The new policy addresses training, removal of students from athletics, and optional penalties that districts can implement for personnel who are in violation of the law.
