Discussion:
The Bedford County Board of Education met in a regular monthly session on October 16, 2025 at 6:00 pm in the auditorium of Shelbyville Central High School, 401 Eagle Blvd., Shelbyville, TN. Board members Glenn Forsee, Michael Cook, David Brown, Dan Reed, Andrea Anderson, Barton Williams, Shanna Boyette and Brian Crews were present. Lana Craig was absent.

Discussion:
Chairman Michael Cook called the meeting to order, followed by a moment of silence, and the Pledge of Allegiance led by Drake Williams and Jaylyn McKenley who are students at Southside Elementary School.

IV.A. Good News Report - Recognition of Community Foundation Grant Recipients - Carol Garrette
Discussion:
Ms. Garrette and Tiffany Swain recognized the Community Foundation Grant Recipients and presented each one with a certificate.

V. PRESENTATIONS
Discussion:
Dr. Tammy Garrett and Mr. Tim Harwell recognized the Level 4 and 5 Portfolio Teachers, Level 4 and 5 Teachers, the Top Five Growth Measure Teachers and the Level 5 schools (Cartwright Elementary, Cascade Middle, Cascade High, Eastside Elementary, Community High and Shelbyville Central High School). Each teacher and school was presented with a certificate. Mr. Harwell also gave a brief update on the 2024-2025 Achievement and Growth results.

Discussion:
Dr. Williams-Bey read a letter from BCEA regarding collaborative conferencing and presented a list of signatures to Mr. Cook. Mr. Cook then asked for volunteers to be on the Special Question Committee. Volunteers were Andrea Anderson, Shanna Boyette, Barton Williams from the school board and Dr. Nakisha Williams-Bey from BCEA. Dr. Williams-Bey is to get 2 other volunteers to be on the committee and will get those to Dr. Garrett.

VI. ACTION ITEMS

VI.A. Delegates for Leadership Conference
Discussion:
Mr. Cook asked for volunteers to be delegates for the Delegate Assembly and the Leadership Conference/Convention. Bedford County Schools is allowed 4 delegates under TSBA policy. Volunteers were Shanna Boyette, Andrea Anderson, Barton Williams and Mr. Cook. Alternates are Glenn Forsee and Brian Crews. The volunteers were accepted with an 8-0 vote.

VI.B. Liberty School Master Plan
Action(s):
No Action(s) have been added to this Agenda Item.
Discussion:
This master plan is a guide as to where certain buildings and fields will go later on when there is money to fund these projects. Adjustments can be made if needed in the future. Motion was made by Glenn Forsee and seconded by David Brown. Motion was carried with an 8-0 vote.

VI.C. 2025 LEA Compliance Report
Action(s):
No Action(s) have been added to this Agenda Item.
Discussion:
This report shows that we are in compliance with the regulations set forth by the TN Dept. of Education and must be submitted by November 1st. Motion was made by Brian Crews and seconded by Dan Reed. Motion was carried with an 8-0 vote.

VI.D. Mediation for Cascade Floors Lawsuit
Action(s):

Discussion:
Mr. Cook asked for the board to allow Dr. Garrett to be the spokesperson for the mediation. Motion was made to allow Dr. Garrett to be the spokesperson during the mediation for the Cascade Floors Lawsuit by Glenn Forsee and seconded by David Brown. Motion was carried with an 8-0 vote.

Discussion:
Robert Daniel stated that there was nothing unusual to report. Motion was made by Barton Williams and seconded by Andrea Anderson. Motion was carried with an 8-0 vote.

Discussion:
Mr. Daniel said this is the same as the monthly report and will go to the commission. Motion was made by Brian Crews and seconded by Barton Williams. Motion was carried with an 8-0 vote.

VII. REPORT ITEMS

VII.A. Monthly Tax Analysis
Discussion:
Mr. Daniel states that property taxes are less than the same time last year but that’s because of partial payments. He also said that tax collections seem to be on target.

|
VII.B. Attendance Report
Discussion:
Terise Rhodes told the board that we are at approximately 250 students below what we were last year at this time. At this time her office is doing Perfect Attendance Awards for the first quarter. Last year at this time we 1,004 students that had perfect attendance and this year we have 1,198 students. That is almost 200 students more than last year, students that did not miss a day, were not late to school, or did not check out early.

Discussion:
This is a report given to the board each October from the Human Resources office.

VII.D. Executive Committee Report
Discussion:
Mr. Cook announced the Leadership Conference/Convention will be at the Opryland Hotel on November 13-16, 2025 and the next board meeting will be November 20, 2025 at the Central Office. He also mentioned Red Ribbon Week and Unity Day along with several other special days of national recognition.

VII.E. Superintendent's Report
Discussion:
Dr. Garrett thanked all the Level 4 and 5 educators that came out tonight. She also went over the success rate. She spoke about the upward trend that the school system has had since 2021. She said that we had 10% to 11.5% gains which is about 870 to 1000 students who are proficient today that were not proficient in 2021.
