Purpose
The Board recognizes the value of public comment on educational issues to school governance and the importance of involving members of the public in Board meetings.
Authority
To permit fair and orderly expression of such comments, the Board will provide a period for public participation and will formulate rules governing public participation at Board meetings.
Delegation of Responsibility
The presiding officer at each public Board meeting will follow the Board's rules for the conduct of public meetings, in accordance with this policy and Policy 006.

The presiding officer shall be guided by the following rules:

1. Public participation shall be permitted only as indicated on the order of business in the procedures of this Board.[2]
2. Whenever issues identified by the participant are subject to remediation under the Board's policies and procedures, they shall be addressed in accordance with those policies and procedures. The Board requires that public participants be residents of this district or have registered a legitimate interest in a contemplated action of the Board.
3. Each statement made by a participant shall be limited to a three (3) minute duration.
4. In cases of group action, only one (1) spokesperson shall address the Board.
5. All statements shall be directed to the presiding officer; no participant may address or question Board members individually.

The presiding officer may:

1. Interrupt or terminate a participant's statement when the statement is too lengthy, personally directed, abusive, obscene, or irrelevant.
2. Request that any individual leave the meeting if they do not observe reasonable decorum.
3. Request the assistance of law enforcement officers in the removal of a disorderly person when that person's conduct interferes with the orderly progress of the meeting.
4. Call a recess or an adjournment to another time when the lack of public decorum so interferes with the orderly conduct of the meeting as to warrant such action.

No placards or banners will be permitted within the meeting room.

The meeting agenda and all pertinent documents shall be distributed to the press and public at the meetings.

Recording Devices

An individual attending an open meeting of the School Board shall be permitted to use recording devices to record the proceedings of said meeting, subject to the following:

1. Recording devices — The term as used herein shall be defined to mean battery-operated tape recorders and videotaping equipment, as well as other motion picture cameras which may be used without auxiliary lights. Videotaping equipment or motion picture cameras that require auxiliary lighting will not be permitted unless consent is obtained in accordance with the policy.
   
   Cameras used for still photography, with or without flash attachments (35-millimeter, instant, and the like) shall be permitted at the discretion of the Board of School Directors.
    
2. The use of recording devices shall be limited to the area reserved for the public or such other area as may be designated from time to time. It is not the intention of this policy to limit the use of recording devices, but to have such recording devices in areas that would be least disruptive to the meeting.
    
3. In the event an individual wishes to use a recording electrical connection, the request must be made to the Superintendent forty-eight (48) hours in advance of the meeting. In the event of a special or emergency meeting that would preclude the forty-eight (48)- hour advance request, such individual must contact the Superintendent within a reasonable period prior to the meeting to obtain authorization to use such recording devices. In determining whether permission should be granted to use such recording devices, the Superintendent shall consider whether the intended use would unreasonably disrupt the orderly transaction of business at the meeting or would interfere with the conduct of the meeting by the Board members and/or others in attendance. Factors such as the duration, intensity, and location of the lighting shall be taken into consideration.
    
4. In the event that a person in attendance at a meeting is using a recording device contrary to this policy or in such a manner as to disrupt the orderly transaction of business or the decorum of the meeting, the President shall have the authority to enforce this policy and take whatever other action is necessary or required to establish order and decorum of the meeting.
