Description:
The Homestead/Farmstead Resolution is required by PA School Code, 2006 Special Session #1 Act 1, Section 342.
Section 342. Homestead and farmstead exclusion process. Each fiscal year in which a school district imposes a tax authorized under section 321 or receives a property tax reduction allocation pursuant to Chapter 5, the district shall calculate a homestead and farmstead exclusion for the purpose of reducing school district property taxes. The school district shall adopt a resolution implementing the homestead and farmstead exclusion no later than the last day of the fiscal year immediately preceding the fiscal year in which the homestead and farmstead exclusions shall take effect.

Insurance Synopsis
* Worker’s compensation - the district’s projected exposure increased roughly 3%. The experience mod increased this year 13% to a 1.370 (up from a 1.213). The proposed premium is $206,638 for the 2026-27 school year, which is a 6% increase from the current premium of $195,959. * Districts non-workers compensation lines of coverage were expected to increase this year due to the historically difficult insurance marketplace sweeping across the United States. As outlined in statewide and national news cycles, poor conditions are leading to major carriers vacating certain states all together and even having their financial ratings downgraded. In fact, for the first time in state history, PA public schools are being non-renewed if their loss history if poor enough. In addition, the continuation of weather related property claims, large auto losses and a general increase in litigation across the country have also lead to increases across the package lines of coverage. * Gallagher went out to market to obtain the best rates possible given the current climate. The 2026-2027 premium is $264,327 up from $239,335 or a 10% increase. * The district will continue to receive FREE access to the SafeSchools training software * The district is also eligible for a 15% dividend moving forward as long as Dover is a UTICA customer. This year the district received $16,700 in the form of a dividend. * Bottom line - in a year when most organizations are seeing moderate to large increases in insurance costs, Dover's program cost of $264,327 is still far less than what the district was paying in 2021, prior to joining Gallagher. Total premium in 2021 was $442,581.
