8.C. L-4029 Tax Rate Request Form
Description:
The Board previously approved the district’s 2026 L-4029 Tax Rate Request. But, because voters approved the district’s operating millage proposal on August 4, the L-4029 has been updated to reflect the additional millage authorization and must be approved again before submission to the County.
The updated form reflects the district’s ability to levy the full 18 mills on non homestead property. The existing operating millage has been reduced by the Headlee rollback to 17.0724 mills, so the district will levy an additional 0.9276 mills from the 3 mills authorized by voters in August. The form also reflects changes to the district’s debt millages: the 2015 refinanced debt has been retired following the final payment in May, the new 2026 Series 2 bonds have been added, and the district’s total debt levy remains 7.7 mills. Approval of the revised L-4029 authorizes the updated millage rates for the 2026 tax levy. |

8.D. Approval of Thrun Policies

Thrun Policy Folder - part 1
Thrun Policy - part 2A Thrun Policy - part 2B Over the past several months, we've been working to transition to the Thrun Law Firm Policy Manual, and Board members have been provided the new policies for review. The attached Resolution #1 - Repeal and Replace Policies formally repeals the district’s existing policies, bylaws, and administrative guidelines and adopts the new Thrun Policy Manual. There is one primary exception. The district’s current anti-bullying policy will remain in effect temporarily, and Thrun Policy 5207 - Anti-Bullying will not be adopted at this meeting. Michigan law requires a public hearing before the Board adopts the replacement anti-bullying policy. That hearing will be scheduled for next month’s Board meeting, after which the Board will be asked to take separate action to repeal the existing anti-bullying policy and adopt Thrun Policy 5207. Approval of the attached resolution will therefore complete the primary transition to the new policy manual, with the anti-bullying policy transition to be completed next month. The new policies adopted through this resolution will take effect immediately. |
