Clerk Randall called Roll Call to establish a quorum: Trustee Higel, Chair Kroos, Assistant Chair Knuth Trustee Sidders, and Trustee Legg were present to form the quorum. Others present: Village Clerk/Treasurer-Jodi Randall, Village Superintendent-Glen Kuehn, Village Assistant Superintendent Scott Uden, Adams County Planning & Zoning Representative Judy Mignery, Neel Keiser, Angela Keiser and Stefan Schnieder from KCDC, Rural Fire Marlin Kimle, and other Village residents.

11)b) Discussion: Auditorium/Village Office-Steps moving forward with transfer of ownership
Discussion:
Steve Wolford and Steven Granger both came to go through the final stages of Phase 1. Following they walked the council thru the process of Phase 2.
• Upon written ( or email) approval of Phase I the A/E will continue with IL • Detailed design of facility and modifications as determined in Phase I. Prepare site, architectural, structural, mechanical, plumbing and electrical engineering designs, details and plans. • Prepare specifications including fixture and equipment schedules. • Prepare bid documents or assist in bidding and/or negotiation with a contractor. Bid or contract negotiation services may include notifications to contractors, supervision of the letting, recommendation of award, negotiations, preparation of construction contracts. • Submit to Fire Marshal and any other Authority Having Jurisdiction for reviews and approvals. • Construction administration and inspection services. Construction Administration includes review of periodic pay requests and change order administration. Inspections are periodic as required. Periodic progress meetings will be conducted via Teams ( or sim.) if warranted. • fee for the project design and administration services will be 10% of the total construction cost as well as any designed alternates that are not accepted.

Discussion:
UpAhead Texting Notifications for Village of Kenesaw. UpAhead sends SMS text alerts to the residents in only a few clicks. Used or emergencies, events, weather, etc. Village residents receive text-message alerts based on location for utilities, emergencies and more. Residents subscribe to groups for SMS alerts by topic, use for elections, road closures, events, city hall and more.

13)b) Discussion: Approve/Deny- continuation of the SCEDD Nuisance and Abatement Program for 2025 & 2025 Community Clean-Up Dates
Discussion:
Discussion was had to bring the SCEDD program back to 2025. Both new board members were asked if they would like to see if back and Sidders said yes, and Legg declined.

Discussion:
Date set for March 29th and Social hour at 6pm and Dinner 7pm Catered by Mom and Dads BBQ.

13)e) Discussion - Approve/Deny Emergency Replacement of a new SCADA system
Discussion:
Glen explained to the board that the screen for the SCADA system in the shop is no longer functioning and needs to be replaced immediately for them to keep track of the flow and levels of the water tower and lift station for. The old system is failing as well and, asked the board to approve getting the Village on the books (at least a 6-month wait) with Atlas Automations Custom SCADA Package, $33,156.60 since the system is integrated with the Emergency work order screen and the Village isn't out $3000.
