Description:
Although Bailey Education Group was not the lowest quote the district received, the second quote is not required by state or federal law but does justify the federal requirement that the cost be reasonable. The school leadership conducted a cost-benefit analysis and determined Bailey Education Group provides the best cost-benefit. {See 2 CFR Part 200.320}

Description:
This transfer coincides with the annual operating funds (formerly $2.0M but more recently $1.4M) that are transferred to construction to cover major roofing and paving projects. This is separate and independent of the increased ad valorem requests revenue that is transferred to the construction fund. This annual recurring transfer will remain even after the increased ad valorem request revenue goes away.
