7. Discuss - Approve / Deny the Special Designated Liquor License for Kersten Kucera - The County Cage #122840 at 614 Howard Avenue on Saturday, April 27, 2019 from 3:00 p.m. to 1:00 a.m. at the St. Paul Civic Center regarding a wedding reception. Identification will be checked, along with utilizing wristbands for underage drinking.

9. Discuss - Approve / Deny the Property Improvement Program application for the River of Life Community Church regarding the proposed improvements of adding an awning to the building on Howard Avenue and five (5) window and door perforated covers costing $2,878.41.
The River of Life Community Church is changing their name to "The Carpenter's House".

11. Discuss - Approve / Deny the St. Paul Chamber of Commerce's request to close and barricade streets for an Easter Egg Hunt on Saturday, April 13, 2019 between 10:00 a.m. to 12:00 p.m. (noon). Rain date is scheduled for Saturday, April 20, 2019.

12. Discuss - Approve / Deny charging the City of St. Paul's customers the share of ancillary services from the Southwest Power Pool which is passed down through Howard Greeley Rural Public Power District (RPPD) monthly billing.
In February, 2018, the Nebraska Public Power District (NPPD) changed the billing of its Wholesale Customers, due to a change of how the Southwest Power Pool (SPP) bills it members. With this change, they are breaking out the billing and charging each customer for its share of ancillary services. Howard Greeley RPPD has not passed these charges on to the City of St. Paul, which in turn, the Howard Greeley RPPD customers have been paying for those charges on behalf of the City. Starting in April, 2019, Howard Greeley RPPD will be charging the City of St. Paul for its share of the ancillary services. The service will be identified on the bill.

Discuss - Approve / Deny the introduction of Ordinance 1000; rezoning of real property in the City of St. Paul, Howard County, Nebraska, to change the zoning map of the City of St. Paul in conformity with said change; and to provide for an effective date. The property is in a tract of land located in the remaining part of Tax Lot Thirteen (13), in part of the Southeast Quarter (SE1/4) of Section Three (3), Township Fourteen (14) North, Range Ten (10) West of the 6th P.M. in Howard County, Nebraska; to amend the zoning from Agricultural Residential District (AGR) to Light Industrial District (I-1).

15. Mayor Bergman opens the public comment period for the review of the preliminary plat of the Middle Loup Subdivision. The proposed subdivision is divided into Phase One (1) and Phase Two (2). Phase One (1) is the west portion of the subdivision. Construction of Phase One (1) will begin promptly. Phase Two (2) will be developed as more lots are needed. Brian Friedrichsen with Olsson indicated that access from US Hwy 281 into the subdivision is expected to be approved by the State of Nebraska. The approval typically takes six (6) months.

16. Discuss - Approve / Deny amending the revolving loan application for the Economic Development program. The original loan application has not been updated or changed since the beginning of the Economic Development program. The St. Paul Development Corporation recommends the approval of the amended revolving loan fund application. Attached is a current and proposed application.

18. Discuss - Approve / Deny Resolution 2019-03; selling City of St. Paul personal property by a sealed bid to the highest bidder. The notice of sale will be posted in three (3) prominent places within the City for a period of not less than seven (7) days prior to the sale of the property. The sealed bids on the City property will be accepted until Wednesday, April 24, 2019 at 10:00 a.m. at which time the bids will be opened.

20. Utility Superintendent Helzer reported: a. recent flooding in St. Paul, and showed pictures and videos of the changes to the Middle Loup River south of town. Mr. Helzer is sending pictures and video to the U.S. Army Corp. of Engineers to request assistance to prevent further erosion.
