7.3. Facilities and Building Expansion Projects Update

Discussion:

Superintendent Hart discussed a general timeline for future building expansion projects. The timeline listed below is still in "draft" form and is subject to change.
- November 2022: Construction Manager at Risk selection
- November - December 2022: Finalize Construction Manager at Risk contract
- November 2022 - February 2023: Project design
- February -March 2023: Contractor bidding process
- March/April 2023: Selection of final bids
- May /June 2023: Project construction begins
- Summer 2023 - August 2024 - Construction continues
- August 2024 - Expected completion of Palmyra and Bennet building expansion projects

7.4. Bond Information Update

Discussion:

Please note: This agenda item was moved to an earlier time in the meeting (prior to the Consent Agenda) to accommodate individual presenter schedules.
Jay Spearman provided information on current bond rates, the upcoming date for receiving bond proceeds, and possible reinvestment strategies for maximizing bond proceeds while paying for future construction costs.

Policy #7070, which was adopted at the special board meeting on Thursday, September 29th, 2022, is attached.

Discussion:

Discussion centered around possible candidates recommended for addition to the Construction Manager at Risk Selection Committee.
Community patrons Jeff Sweney and Allison Werger were recommended to be appointed to the committee.
Dee Moore, a candidate for the upcoming school board election, was also recommended to be appointed to the Construction Manager at Risk Selection Committee.
The updated and signed resolution is now attached to the agenda item.

Please note that this action item (9.3) was moved to earlier in the meeting agenda to accommodate the schedules of the various presenters in attendance at the meeting.
After presentations by representatives of Countryside Bank and Riverstone Bank and the information shared regarding the Nebraska Liquid Asset Fund, the board selected Countryside Bank and Riverstone Banks to secure the 2022 bond issue proceeds from the first bond issuance that will be distributed in early November 2022.
This selection was based on a comparison of current competitive interest rates and information collected from the various proposals.
