July 13, 2026 at 7:00 PM - Board of Education Regular Monthly Meeting

Discussion:  President Lutkemeier opened the Meeting at 7:00 pm.  The meeting notice was advertised in the July 2nd publication of the Webster County Sun.  "The Open Meetings Act" poster was displayed in the meeting room.

Superintendent’s Report JULY 2026
1.Budget is going to be different again this year. Just in case this sounds like a broken record it is. Every year I have been in this role there have been changes to the formula and changes to the document. We will adjust and come out on the other side looking great just like we always have. It is just going to take some more time to get to where we want to be. We will discuss this more at the end of the meeting.
2.Joint public hearing will be September 17th at 6:01 p.m. at the Hastings Public School Auditorium, Alternate date is currently set at September 18th same time and location. Adams County has a new assessor this go around which could make things a little trickier with the timeline and being their first time through things. I need to have information to them by August 25th if we will need to participate.
3.Attended the budget and finance workshop and training.
4.Thoughts on just tying the budget workshop into our August monthly meeting? One night vs. two? I think I could get the budget and tax request portion of the meeting down to about 30 minutes. I just need to make sure that I have my budget fine tuned before we have the workshop. If you want to go separate nights we can go the evening of the 6th for the budget workshop. I have the 11th of August at 7:30 down for the August BOE meeting in Bladen. We will go over the meeting schedule a little tonight.
5.Kucera’s painting will be doing the graphics on the scoreboard. They are getting things ready to roll.
6.We will have two expensive bills coming from Cummins in Kearney for Keith’s bus and Krissy’s bus to replace injectors. Just a heads up. We can discuss this a little more when we get to the transportation discussion.
7.Woodhouse has promised me now that we will have vans by start of school. They have been difficult to contact. I am attending an open house in Kearney to look at the vans that Master’s transportation is getting in to have available.

Discussion:  NextPath will give us a catch all for student concerns, MTSS protocols and suggestions and help us aide our student population more efficiently and effectively.  

Discussion:  The property owned by Scott Timm is going to be sold.  There are pictures of the house attached.  The property is directly south of the greenhouse and south parking lot in Roseland.  
He is asking appraised value of $143,000 for the property.  After review of the property I believe this to be fair value and that they will be able to get this amount if not more should they put it on the market.  
There is potential for getting a para potentially hired and placed in the house for the upcoming school year.  It could use some updates and would require a refrigerator.  Fairly new Heating unit and Air Conditioner.

Discussion:  We receive yearly renewal notices for statewide associations.  Our Nebraska Rural Community Schools Association Membership Dues are $850 (Same price since 21-22).  NRCSA provides a great deal of services for our district.  Last year NRCSA had 222 member schools representing over 88,000 students across 90 counties and 24 legislative districts throughout Nebraska.

Discussion:  The Board approved for Mr.Bauer to sell the older handicap-accessible van and look into replacement options for a newer van.  The Board also authorized Mr. Bauer to obtain bids for updating and purchasing newer buses.

Discussion:  It was discussed to advertise and access the additional 7% tax request authority and go through the pink postcard meeting or if we going to try to keep the status quo if possible. 

Discussion:  The next regular Board of Education Meeting will be August 11th - 7:30 p.m. Bladen (Meal will start at 7 p.m. with 7% tax increase vote during meeting, meeting and budget workshop to follow)

ADDITIONAL POTENTIAL DATES
September 17th is pink postcard meeting date at HPS
September 16th will be our budget and tax request hearings during the monthly BOE meeting if we do not need pink post card meeting.
September 23rd will be budget and tax request hearings and meeting to approve budget and tax request if we need pink post card meeting.
I will plan to prepare 2 budgets for you.  One with all in - 7% and pink post card meeting to maximize our situation.  One to avoid pink post card meeting if at all possible feasible (too early to tell).
Again, we can adjust if we need to - this is merely us trying to meet the legislatures requirements.
