Rationale:
This MOU establishes an agreement between BEPD and City of Box Elder, and Douglas School District for the provision of two (2) School Resource Officers.
Proposed changes. 1. Year agreement. 2. Language added specific to camera access. 3. Language added regarding school authority and responsibility to supervise students. 4. Language changed to include "district administration" in matters of dissatisfaction. 5. Language improved regarding mutual sharing of information in crime based matters. 6. Language added regarding the MOU superseding all other versions.

Rationale:
Douglas School District Crisis Plan currently addresses Suicide only as an after-event plan. No clear guidance is currently adopted which gives staff clear guidance on how to assess risk, defining the role of the staff member, or parent, or what actions may be required or advisable for handling students who have returned to school after having recently attempted, or considered suicide.
The attached new policies propose a more specific plan by which our staff can care of these students. |

Rationale:
Currently, families who qualify for Reduced meals pay $.30 for breakfast and $.40 for lunch. During FY23, that amounted to a total of $10,662.00. That amounts to 1% of the total proceeds receipted in the Food Service Fund.
By offering free meals to all families who qualify for reduced meals (they all MUST fill out the free/reduced form), we hope to (1) benefit additional families with free meals; (2) increase participation with all our families to fill out the free/reduced applications and possibly (3) increase funds received in programs (Title I, ERate, etc) which use the free/reduced applications as funding sources for the District with a minimum cost to the District. By evaluating annually, if the Food Service Fund is no longer able to offer free meals to those that qualify for reduced meals, the District can return to charging $.30 for breakfast and $.40 for lunch to those families.

District Administrators have been working with Ellie Martinez to make connections between the district's strategic direction, adaptive schools, district initiatives, and how to best support and sustain those initiatives. This will be an opportunity to further dialogue on those connections and the key work of the board of education.
