Amendment 1 changes the text to clarify current practices.
Amendment 2 suspends membership dues and fees beginning in FY2022. Amendment 3 removes reference to NCLB since it is no longer a mandate. Amendment 4 clarifies the appeals process for eligibility waiver requests. Amendment 5 brings SDHSAA into compliance with SDCL 13-36-7 for alternative education student eligibility. Amendment 6 brings SDHSAA into compliance with SDCL 13-36-7 for middle school alternative student eligibility. Amendment 7 will add an enrollment factor based on FRLP for school enrollments as it determines classification.

Rationale:
During the 2021-22 Capital Outlay approval process, the board approved the purchase of 110 ViewSonic Viewboards, for Vandenberg Elementary and Patriot Elementary Schools, in the amount of $318,890. In order to ensure delivery and installment of this quantity, it is essential we place the order prior to July 1. The ViewBoard vendor has requested we expedite the order due to supply chain issues they are currently experiencing. Board action for early expenditure of Capital Outlay funds is required in order to be in compliance with ethical school funding standards.
