Discussion:
Mayor Eickmeier announced that a copy of the Agenda for this meeting is posted on the north wall of the Municipal Building and copies are available on the north wall where a copy of the Open Meetings Act is also posted for public inspection. He also noted that any citizen wishing to address the Council should come to the podium, state their name and address and limit their comments to five minutes. All remarks should be directed to the Mayor/Chairperson, who will then determine who will make any appropriate response. The City of Seward reserves the right to adjust the order of items on this agenda if necessary and may elect to take action on any of the items listed.

Rationale:
This is an Open Meeting of the Seward Nebraska Governing Body. The City of Seward abides by the Nebraska Open Meetings Act in conducting business. A copy of the Nebraska Open Meetings Act is displayed on the north wall of this meeting room facility as required. Disclosure of meeting recording processes is posted in the Meeting Room. A participant sign-in sheet is available for use by any Citizen addressing the Council. Presenters shall approach the podium, state their name & address for the Clerk’s record and are asked to limit remarks to five minutes. All remarks shall be directed to the Mayor who shall determine by whom any appropriate response shall be made. The City of Seward reserves the right to adjust the order of items on this Agenda if necessary and may elect to take action on any of the items listed.

Discussion:
The plans included for the Wastewater Treatment Facility Improvements project were drafted by the project engineering firm, Short Elliott Hendrickson (SEH). The plan, should it be approved, is the first step in the design process. The plan will be submitted to the State of Nebraska. Due to the large file size of some of the project figures, they were not included in the agenda packet. These figures are available for view at the City Clerks' office during regular business hours.

It was brought to the attention of City Administration that vehicles have been improperly parking on Waverly Road, which is not currently marked as a 'no parking' area. With passage of this resolution, Waverly Road from the Hwy 15 intersection to the Plum Creek Bridge will formally be designated as a 'no parking' area on the north and south sides of the road.

2. Acknowledge Receipt of Airport Authority Resolution Requesting Levy Authority for 2022-2023 Fiscal Year - City Administrator Butcher

Discussion:
Approved by the Seward Airport Authority at their July 11th meeting is a levy amount imposition of $0.0350 per $100 of property value for Fiscal Year 2022-2023. The levy amount applied is unchanged from the previous fiscal year; however, the total amount collected will be increased due to increased property valuations. The Council is requested to formally acknowledge receipt of the FY 2022-2023 levy amount to be imposed by the Airport Authority.

3. Consideration of an Ordinance Amending City Code 85.5-1: City Administrator - City Administrator Butcher

The job description for the City Administrator position was formally updated at the June 7th Council Meeting. The attached ordinance will revise City Code 85-5.1 regarding duties required of the appointed official to reflect the revised job description. City Code 85-5.2 has been removed entirely as the position does not exist within the City currently.
