4. Open Forum
Background:
Open Forum is an opportunity for patrons to share their thoughts and concerns. The school board will listen, but no discussion takes place and there will not be board action. Board members may ask clarifying questions. The protocol established for open forum is to provide a time limit of three minutes to share concerns. If a patron would like to have a two-way discussion, they are encouraged to schedule a meeting with the superintendent.

Background:
A copy of the Capital Outlay Fact Sheet is provided to the Board for informational purposes and discussion.

5.b. Reorganization Discussion
Background:
The document attached is an overview of the reorganization and annexing of district boundaries. References to SD Codified Law are linked and was reviewed by SD DOE with the advice to always consult our attorney with process and questions.
We will review the steps and process moving forward prior to committee meetings with Wall and New Underwood. |

5.d. Federal Scholarship Tax Credit (FSTC)
Background:
The Board was informed at the August Board meeting about the Scholarship Granting Organization (SGO) program, which is scheduled to begin in January 2027 and may provide access to funds to support students.
If the Board is interested in pursuing this opportunity, Superintendent Wayne Wormstadt will work with the district’s school attorney to review the program and determine the appropriate course of action for the district. FSTC Program website |
