Background:

5. Conflict of Interest Waivers
Background:
Board members and school administrators/officials need to request a conflict of interest waiver before participating in or voting upon a decision concerning an application in which that member has a direct personal or financial interest.

6. Open Forum
Background:
Open Forum is an opportunity for patrons to share their thoughts and concerns. The school board will listen, but no discussion takes place and there will not be board action. Board members may ask clarifying questions. The protocol established for open forum is to provide a time limit of three minutes to share concerns. If a patron would like to have a two-way discussion, they are encouraged to schedule a meeting with the superintendent.

7. Recognitions
Background:
November Character Trait of the Month is "citizenship," which includes loyalty, patriotism, leadership, public spirit, volunteerism, and respect for authority.

7.a. Booster Club for donation of sound system
Background:
The district would like to express their appreciation to the Booster Club for the purchase of a new sound system for the Sturgis Brown High School west gym. The system cost $42,401.19. This is a major upgrade and improvement to the sound in the gym for all the activities that are hosted there.

7.b. SBHS Ford Brothers compete at the INFR
Background:
SBHS student, Jackson and brother Kashton Ford competed in Las Vegas the week of October 17th at the Indian National Finals Rodeo. Kashton ended up 8th in bareback riding and Jackson finished in the top 15 in saddle bronc.

7.c. State Cross-Country Standings

The 2022 SDHSAA state high school cross country meet took place in Huron on Saturday, October 22. Team standings include:

7.d. Food Service Employees
Background:
Sophie Meyer, FS Manager at Stagebarn, has earned her School Nutrition Association Level 2 Certification. This is earned by completing the required hours of training in four key areas of school nutrition.

7.e. SBHS Journalism Students Receive State Awards
Background:
On Monday, October 17th, twelve SBHS students with instructors Tere Froelich and Timmi Keisel attended the Annual State Journalism Convention at SDSU in Brookings. The convention is held annually to give high school journalism students the chance to hear from speakers who discuss topics ranging from news writing to yearbook design. SBHS journalism students ended up representing their school well with three superior photos and seven superior articles. Additionally, there were two honorable mention photos, four excellent photos and five excellent articles. In addition to the many individual awards received, the 2022 yearbook received an excellent score, while the newspaper had the highest superior score in the state. All these awards combined made SBHS the overall sweepstakes winner at the state convention.

9.b. Amend December 12th School Board Meeting Start Time
Background:
The legislative dinner and retreat is scheduled for Monday, December 12th. The start time of the board meeting will need to be amended from 5:30 pm to 6:00 pm to accommodate the Legislative Round Table. This serves as public notice that the board will meet with no action items during the Legislative Round Table.

9.c. Board Resolution - Approve Issuance of Capital Outlay Certificates for SBHS Cafeteria Project
Background:
The Business Office is requesting the Board to issue limited tax general obligation certificates in the amount of $5,000,000.00 for the school district to fund school improvements including: to construct and equip the cafeteria expansion and improve district facilities and to pay the costs of issuing the Certificates.

9.d. Approve Lease with A&B Business Solutions, Inc.
Background:
The Business Office and Buildings & Grounds Department recommend the Board accept the copier/printer lease with A&B Business Solutions, Inc. located in Rapid City. The lease will be for 60 months at a price of $5,494.86/month. The district is currently paying $6,747.63/month to four vendors. This includes two b/w production copiers and one color copier at Central Copy, nine b/w and color copiers for school offices and department offices and 13 b/w copiers throughout the district. This will allow the district to have one vendor to service the entire district with a yearly savings of $15,033.24 on the lease.

9.e. Approve Site Visit Schedule
Background:
A three-day site visit schedule has been created for board members to tour student and non-student facilities starting in December and going thru June.

9.f. American Education Week Resolution
Background:
American Education Week is observed in all communities annually for informing the public of the accomplishments and needs of the public schools and to secure cooperation and support of the public in meeting those needs.

9.g. Amend Capital Outlay Budget
Background:
Business Manager, Brett Burdit is requesting the Board to amend the budget in capital outlay by $360,256.00 for the debt payment on the 2022 series CO certificates, cost of issuance and the special services van.

9.h. Reject Bid from All American Roofing & Sales, Inc.
Background:
The Business Office and Buildings & Grounds Department are recommending the Board reject the bid from All American Roofing & Sales, Inc. for the SWMS Grunwald Gym Re-roof Project due to unsatisfactory payment terms of 40% down upon acceptance of the bid as defined in their bid submittal.

9.i. Approve Bid from Rapid Exteriors
Background:
The Business Office and Buildings & Grounds Department is requesting the Board accept the bid from Rapid Exteriors in the amount of $140,000.00 with an additional 10-year warranty amount of $1,800.00, making it a total of $141,800.00 for the SWMS Grunwald Gym Re-roof Project that will take place the summer of 2023.

9.j. Approve Bid from Skyline Engineering, Inc.
Background:
The Business Office and Buildings & Grounds Department are requesting the Board accept the bid from Skyline Engineering, Inc. in the amount of $39,000.00 for engineering and architectural services for the SBHS Academy building and Whitewood Elementary HVAC systems.

9.k. Special Education Transportation Rate
Background:
Prairie Hills Transport has been transporting preschool-aged students for the district. Prairie Hills is no longer able to transport those students due to the shortage of bus drivers. Currently, special services paraprofessionals are transporting preschoolers. The Special Services Department is requesting the Board to increase the hourly rate by $2.00/hr while transporting preschool students.

10. Discussion Items

10.a. 2023-24 and 2024-25 School Calendars
Background:
Mr. Wormstadt will update the Board on the process for the 2023-24 and 2024-25 school calendars. Draft calendar proposals will be presented at the December board meeting. Final approval is tentatively set for the January board meeting.

10.b. Thanksgiving Break - November 23-25, 2022
Background:
Mr. Wormstadt would like to remind everyone that Thanksgiving break will start on Wednesday, November 23rd - Friday, November 25th. School will resume on Monday, November 28th for students and staff.
The business office will be open until noon on Wednesday, November 23rd and closed for the remainder of the break. The superintendent's office will be closed over Thanksgiving break. |
10.c. ASBSD Delegate Assembly
Background:
The ASBSD 2022-23 Legislative Delegate Assembly is scheduled for Friday, November 18th in Pierre. Board members will have an opportunity to discuss the legislative resolutions and positions. Joseph Urbaniak will be representing the board during the Delegate Assembly. Lee Spring is the alternate delegate.
