Public Input: The policy of the education district board is to encourage discussion by persons of subjects related to the management of the district at board meetings. The board shall, as a matter of policy, protect the legal rights to privacy and due process of employees and students. Persons who wish to have a subject discussed at a public board meeting must notify the executive director’s office in advance of the board meeting. The person should provide his or her name, address, the name of group represented (if any), and the subject to be covered or the issue to be addressed. The board retains the discretion to limit discussion of any agenda item to a reasonable period of time as determined by the board.

VII.A. Policy 522 Title IX Sex Nondiscrimination

Description:
On January 8, 2025, a federal court issued a decision vacating the federal 2024 Final Rule on Title IX. Consistent with the court’s order, the 2024 Title IX regulations are not effective in any jurisdiction, including Minnesota. This court decision affects MSBA Model Policy 522. MSBA has replaced the 2024 version of Model Policy 522 with the former version that was based upon the 2020 Final Rule on Title IX regulations. MSBA recommends that school boards rescind the 2024 version of Model Policy 522. School boards should then adopt the 2020 version, which MSBA issued in August 2020.
A policy that is modified with minor changes that do not affect the substance of the policy or because of a legal change over which the school board has no control, may be approved at one meeting at the discretion of the school board. This provision permits a school board to rescind the 2024 version of Policy 522 and adopt the 2020 version in a single meeting. |

VII.E. Review and Possible Action on Mechanism to Fund "Operational" and "Admin" Budget Line Items.

Description:
Operating Fees include items such as custodial, phone, internet, utilities, equipment, supplies and repairs related directly to building operations. The revenue calculation to cover this was last calculated in FY13. This calculation has not changed since then and is based on $30/PU/Member District. Since FY13 member district enrollment has dropped 6.58%.
Admin Fees include general education expenditures not directly tied to a program or to running the building. This includes items such as board salaries, director, human resources, property & liability insurance, phone, business services, communication, school resource officer, professional development for general education staff, a portion of instructional coaches and health services. The cost of these fees in FY13 was $121,000 and was divided among the member districts based on special education child count. This fee of $121,000 has not increased since FY13. The GCED Board has approved the use of our fund balance to cover any variance between the revenue collected for these areas and the expenditures in these areas. During our fall board workshop on the budget, the GCED Board recommended that we examine both the operating and admin budget line items and identify solutions to avoid dipping further into the fund balance. Solutions could include reductions or shifts in these areas and/or consideration of replacing the FY13 calculations with other options. |
