Public Input: The policy of the education district board is to encourage discussion by persons of subjects related to the management of the district at board meetings. The board shall, as a matter of policy, protect the legal rights to privacy and due process of employees and students. Persons who wish to have a subject discussed at a public board meeting must notify the executive director’s office in advance of the board meeting. The person should provide his or her name, address, the name of group represented (if any), and the subject to be covered or the issue to be addressed. The board retains the discretion to limit discussion of any agenda item to a reasonable period of time as determined by the board.

Description:
This law requires that districts that serve one or more students with an IEP report the services provided to students during the 2021-22 school year to address loss of learning or lack of progress on an IEP. The law also requires that districts report the money spent to provide the services to students. We will share our final report to the MDE on these services.

MEDA was formed eight years ago to promote legislatively the needs of education districts. This is done through our annual membership in the MREA. Information will be provided to the Board on what MEDA is, how we operate and why this came to be.

Description:
Policy 209: The suggested introductory note offers context to consider as a school board adopts, reviews, and/or revises this policy. School boards have considerable latitude in creating a code of ethics.
Policy 410: The revisions are proposed by MSBA’s law firm in light of federal and state law. Policy 415: The Definitions (Article III) has been updated to include additional definitions and to place the definitions in alphabetical order (for ease of use). Article VI is revised to indicate that the provisions in A. and C. are recommended rather than required. Policy 416: Provisions have been added regarding the federal government’s Drug a& Alcohol Clearinghouse, which is an online database that gives employers (including schools) real-time access to information about commercial driver’s license (CDL) drivers and drug and alcohol program violations (https://clearinghouse.fmcsa.dot.gov/). In addition, this policy is updated in light of Minnesota’s recent legalization of edible cannabinoids.
