III. Public Input: The policy of the education district board is to encourage discussion by persons of subjects related to the management of the district at board meetings. The board shall, as a matter of policy, protect the legal rights to privacy and due process of employees and students. Persons who wish to have a subject discussed at a public board meeting must notify the executive director’s office in advance of the board meeting. The person should provide his or her name, address, the name of group represented (if any), and the subject to be covered or the issue to be addressed. The board retains the discretion to limit discussion of any agenda item to a reasonable period of time as determined by the board.

Description:
In March of 2021, the America Rescue Plan Act was passed. This Act gives eligible employers, like schools, the option to grant employees 10 additional days of paid leave to be used for COVID-19 related reasons from April 1, 2021 to September 30, 2021.

V.B. 5RiversOnline Updates

Description:
Attached is the MDE Program Acceptance Letter for 5RiversOnline. Since receiving the letter, District and site verification and directory information have been completed. Our internal team has also met with the member district stateholder team for feedback and created a video to share with school employees. Information was also shared at the GCED Principals meeting on April 15th. The 5RiversOnline.org domain has been secured and a website is already in draft form. Attached is also a proposal for initial staffing for your review.

Attached is the proposed staffing for River Bluff Education Center for FY22. Proposed additions include 1.0 Teacher Substitute, 1.0 Paraprofessional Substitute, 0.6 Music (to be shared across programs) and 0.6 Art (to be shared across programs)

VI.B. MA Billing for General Education Students:
Description:
Schools are currently reimbursed when a child has a disability and an IEP or IFSP, requires health-related services in order to benefit from special education, and is eligible for Minnesota Health Care Programs (MHCP) (which includes Medical Assistance (MA), MinnesotaCare and other public, government health programs). Beginning is the coming school year, the MDH is proposing reimbursement for students that require health-related services in order to benefit from school, are eligible for Minnesota Health Care Programs (MHCP) (which includes Medical Assistance (MA), MinnesotaCare and other public, government health programs) but are not receiving special education.

VI.C. Support Staff Agreement Revision:
Description:
We are considering the hiring of Speech Language Pathology Assistants for the first time to help us cover our speech language needs. The Support Contract would be the appropriate agreement for this position. I recommend adding SLPAs to this agreement.
