5. Conduct a public hearing to receive public comment on budget and proposed tax rate of $1.2714. (Discussion Only)
Description:
The Board will conduct the required public hearing on the District’s proposed 2026-2027 budget and proposed total tax rate of $1.2714 per $100 of taxable value, which is the same total tax rate adopted by the District last year. The total tax rate consists of two components: the Maintenance and Operations (M&O) rate, which funds the District’s day-to-day operations, and the Interest and Sinking (I&S) rate, which is used to make payments on voter-approved bonded debt. The public hearing provides taxpayers and other interested members of the community an opportunity to comment on the tax rate before the Board considers adoption. No action will be taken under this item. The tax rate will be considered under a separate agenda item. |

Description:
Rhynehart Roofing, Inc. cleaned, prepped, and installed an overlay on the old bus barn roof as part of the disaster declaration.

9. Purchase of iCEV (Action Required)
Description:
iCEV is an online curriculum for CTE teachers and classes. This year, the district will add iCEV pre-test and post-tests for the Teacher Incentive Allotment growth measure for these teachers. Additionally, certain Industry-based Certifications (IBCs) will be administered through iCEV.

Description:
Sunray CISD administration requests to renew IXL site license to provide computer-based intervention for PK-12 Math, ELA, Science and Social Studies.

13. Policy FDA(LOCAL) Admissions Interdistrict Transfers (Action Required)
Description:
Texas Education Code §34.007 requires a district operating transportation outside its boundaries for transfer students, without an interlocal agreement, to maintain a Board-adopted policy prohibiting the screening of transfer applicants based on academic performance, disciplinary history, or attendance records. The proposed revision to FDA(LOCAL) aligns District policy with this requirement while retaining consideration of space, staffing, programs, services, and other lawful criteria. Sunray Collegiate ISD’s District of Innovation Plan provides an exemption from TEC §25.036, allowing the District to revoke a student’s transfer status during the school year.

14. Policy FNF(LOCAL) Student Rights and Responsibilities; Investigations and Searches (Action Required)
Description:
The District has approved a random student drug-testing program for students in grades 7-12 who participate in school-sponsored extracurricular activities or request a permit to park on District property. The proposed revision to FNF(LOCAL) formally incorporates the program into Board policy, authorizes random drug testing, and directs the Superintendent to establish administrative regulations addressing consent, confidentiality, testing procedures, and consequences. The revision also provides an appeal process under FNG(LOCAL).

15. Discussion and Possible Action Regarding Student Dress and Grooming Standards
Description:
The Board previously reviewed the 2026-2027 Student Handbook at its July 27, 2026 meeting. Consistent with TASB guidance, the handbook was presented for review and was not submitted for Board approval. The Board will revisit the student dress and grooming provisions, consider a proposed revision, and review related TASB guidance. The Board may provide direction regarding the District's student dress and grooming standards and take appropriate action.

16. Consider and Approve Revised Student Transportation Driver Compensation Rates (Action Required)
Description:
Currently, hourly employees who drive student transportation routes remain clocked in at their regular hourly rate while driving. Any hours worked beyond 40 in the workweek are paid at the applicable overtime rate. This does not provide a clear additional incentive for employees to take on transportation duties. In addition, custodial employees are regularly scheduled to work approximately 45 hours per week whether or not they drive a route, so route driving does not necessarily create additional overtime hours. The proposed change would establish separate transportation rates of $18 per hour for non-CDL transportation assignments and $22 per hour for assignments requiring a CDL when an hourly employee performs student transportation duties outside the normal duties of the employee’s primary position. Employees would record transportation time separately from their regular assignment and receive the applicable transportation rate for the time spent performing those duties. All hours worked would continue to be tracked, and overtime would be calculated and paid as required by law. Fiscal Implication: For an hourly employee earning $14 per hour who works 45 hours per week and drives approximately five hours per week for 170 route days, the proposed rates would increase annual compensation by approximately $718 for non-CDL transportation duties or $1,436 for CDL-required transportation duties, including estimated overtime impact. |

17. Consider Approval of Compensation Plan Revision to Add District Testing Coordinator Responsibility Stipend (Action Required)
Description:
Administration recommends revising the 2026-2027 Compensation Plan to add an annualized responsibility stipend for a campus administrator assigned the additional district wide responsibility of serving as the District Testing Coordinator. The stipend recognizes duties associated with coordinating and overseeing state and district testing requirements across all campuses.

18. Consider Approval of Middle School Assistant Principal Compensation (Action Required)
Description:
Administration proposes to set compensation for the Middle School Assistant Principal based on the responsibility of the position, work days, and compensation provided to similarly positioned employees with comparable levels of experience.

19. Consider Approval of Responsibility Stipend for Additional Middle School Principal Duties (Aciton Required)
Description:
The Elementary Principal will take on the additional duties of Middle School Principal for the 2026-2027 school year. Administration recommends adding an annualized responsibility stipend to her compensation for the 2026-2027 school year in recognition of the additional administrative duties and responsibilities.
