8. * Consent Action Items

8.a. Action Item 134-20-21. Superintendent Helber recommends the Board approve the Administrators' contracts and extend them by one year. 

8.b. Action Item 135-20-21. Superintendent Helber recommends the Board approve the renewal of the Food Service contract with Chartwells for the 2021-2022 school year.

8.c. Action Item 136-20-21. Superintendent Helber recommends the Board approve a request for a General Leave of Absence for Lydia Weid.

8.d. Action Item 137-20-21. Superintendent Helber recommends the Board approve the 2020-21 Final Amended Budget and the 2021-22 Preliminary Budget and the 2021 L-4029 tax rate.

8.e. Action Item 138-20-21. Superintendent Helber recommends the Board designate Chelsea State Bank as the District’s depository for the 2021-22 school year. The accounts are the 2013, 2016, 2016b, 2018 and 2020 Debt Retirement Fund Accounts; the General Fund, Vendor AHC, Payroll, Lunch Fund, Athletics Fund, and Sinking Fund Accounts; the 2018 and 2020 Bond Fund, 2020 Investments, 2016, 2018 & 2020 Capital Projects Funds Accounts; North Creek Elementary, South Meadows, Beach Middle School and Chelsea High School Activity Accounts; the Steven E. Lewis, Peabody, CSD Memorial and Special Olympics Scholarship Funds.

8.f. Action Item 139-20-21. Superintendent Helber recommends that the Board authorize the following persons to sign checks drawn against various funds as indicated in the chart below and that the Board Treasurer, Business Services Accountant, Assistant Superintendent of Finance and Administrative Services, and the Superintendent of Schools are authorized to endorse checks "For Deposit Only." 

8.g. Action Item 140-20-21. Superintendent Helber recommends the Assistant Superintendent of Finance and Administrative Services, or designee, and the Superintendent be authorized to transfer funds by electronic transfer, except where a check is specifically required.

8.h. Action Item 141-20-21. Superintendent Helber recommends the Secretary of the Board be authorized to sign promissory notes, State Aid notes, tax anticipation notes, or any other document authorized by and on behalf of the Board.  Any other officer of the Board may sign documents of the Board in the absence of any other officer.

8.i. Action Item 142-20-21. Superintendent Helber recommends the Board retain the legal firms of Varnum, Riddering, Schmidt & Howlett, LLP, and Thrun Law Firm, PC, to represent the District during the 2021-2022 school year, and the Superintendent shall be authorized to engage other specific legal counsel, as the need may arise.

8.j. Action Item 143-20-21. Superintendent Helber recommends the Board appoint the Assistant Superintendent of Finance and Administrative Services as the Election Administrator and Deputy to the Board Secretary for election-related matters, and Deputy to the Board Treasurer to perform the duties required of the Board Treasurer.

8.k. Action Item 144-20-21. Superintendent Helber recommends the Board designate Chelsea State Bank, Fifth Third Bank, Flagstar, Michigan School District Liquid Asset Fund, Bank of NY Mellon, US Bank, and Huntington National Bank as investment depositories for Chelsea School District for the 2021-2022 fiscal year and that the Superintendent and Assistant Superintendent of Finance and Administrative Services signatures be attached to the investment accounts.

Further moved that the superintendent or designee is authorized to transfer funds to/from investment accounts to other savings/checking accounts of the District and is authorized to invest district moneys in accordance with state and/or federal law and Board Policy.

8.l. Action Item 145-20-21. Superintendent Helber recommends the Board set the fee for providing hard copies of the Board Meeting Agenda Packet for individuals, organizations, firms, or corporations at $50.00 per year in accordance with MCL 15. 266. 

8.m. Action Item 146-20-21. Superintendent Helber recommends the Board join the Michigan Association of School Boards (MASB) for the 2021-2022 school year.

8.n. Action Item 147-20-21. Superintendent Helber recommends the Board approve the membership resolution to join the Michigan High School Athletic Association (MHSAA) for the 2021-2022 school year.

8.o. Action Item 148-20-21. Superintendent Helber recommends the Board approve joining the Michigan Association of Superintendents & Administrators (MASA) for the 2021-2022 school year.

9. * Individual Action Items

9.a. Action item 149-20-21. Superintendent Helber recommends the Board approve the field trip request from the boys' soccer team to travel to Sebewaining, MI from August 13 through August 15, 2021, for its annual training camp. 

9.b. Action item 150-20-21. Superintendent Helber recommends the Board approve the field trip request from the men's cross-country team to travel to Mill Lake Cabins in Waterloo, MI from August 10 through August 12, 2021, for its annual training camp. 

9.c. Action item  151-20-21. Superintendent Helber recommends the Board approve the field trip request from the CHS women's swim and dive team to travel to Holland, Michigan for its annual training camp from August 9, 2021, through Friday, August 13, 2021. 

9.d. Action Item 152-20-21. Superintendent Helber recommends the Board approve the bid from Marshall Music for musical instruments in the amount of $144,832.59 to be paid from the FFE bond fund.  

9.e. Action item 153-20-21. Superintendent Helber recommends the Board approve the hire of Carrie Hillis as a high school Art teacher and be placed on MA Step 3 of the CEA Master Agreement. 

9.f. Action item 154-20-21. Superintendent Helber recommends the Board approve the hire of Kelly Quinn as a Speech and Language Pathologist at North Creek Elementary School and be placed on MA Step 4 of the CEA Master Agreement. 

9.g. Action item 155-20-21. Superintendent Helber recommends the Board approve the hire of Michael Coulombe as a middle school Science teacher and be placed on BA Step1 of the CEA Master Agreement. 

9.h. Action item 156-20-21. Superintendent Helber recommends the Board approve the hire of Tyler Santoro as a high school Social Studies teacher and be placed on BA Step 1 CEA Master Agreement. 

9.i. Action item 157-20-21. Superintendent Helber recommends the Board approve the hire of Emma Yee as a high school English Teacher and be e placed on BA Step 5 of the CEA Master Agreement. 

9.j. Action item 158-20-21. Superintendent Helber recommends the Board approve the hire of Alyssa Sandoval as a middle school English Teacher and be placed on MA Step 5 of the CEA Master Agreement.
