I. Call to Order

II. If, during the course of the meeting, discussion of any item on the agenda should be held in a closed meeting, the board will conduct a closed meeting in accordance with the Texas Open Meetings Act, Texas Government Code Section 551, Subchapters D & E or Texas Government Code section 418.183(f). Before any closed meeting is convened, the presiding officer will publicly identify the section(s) of the Act authorizing the closed meeting. Discussion will be limited to only items listed on the agenda. All final votes, action, or decisions will be taken in open meeting.

IV. Discuss Safe and Supportive School Program (SSPS) required reporting to the Texas Education Agency as required by Texas Education Code 37.115(k).

• All reporting for each campus completed and reported to TEA through the Sentinel Program

V. Discuss District Emergency Operations Plan

• Emergency Operations Plan Update on July 28, 2025
• Basic Plan and Active Threat Annex submitted to Texas State-Texas School Safety Center on September 2, 2025, as required by Texas Education Code Section 37.2071.
• Other locations approved by the Committee on March 24, 2025, to remain the same.

VI. Provide information to committee regarding weekly audits of campus building access control per board policy CSA(Local) and TEC 37.109.

VII. Discussion and possible action to approve the following locations for Bleeding Control Kits, which would be co-located with Automated External Defibrillator:

• Middle School-Moved from Front Administrative Common Area to Hallway adjacent Door #4 and Administrative Hallway Door.
• Elementary School-Moved from Nurse’s Office to the end of 400 Hallway, adjacent to the Main School Hallway.

VIII. Consult with Bridge City Police Chief Tod McDowell to increase law enforcement presence on campuses.

IX. Discuss Psychological First Aid Training and ask for certificates of completion to be forwarded to chair. TEC 37.108(f)(6)(C)(i).

X. The open session of the meeting will adjourn. The Safety and Security Committee will convene in Closed Session to discuss matters concerning the following: Pursuant to Texas Government Code Section 551.076 Security. The Safety and Security Committee will reconvene in open session to take any necessary action on items discussed in closed session.

X.A. Discuss results of District Vulnerability Assessment Full Report conducted by the
Texas Education Agency on September 3 rd and 4 th , 2025.
