6.1. STAFF CELEBRATION: Sara Friest from Lincoln Southeast High School Named 2021 Nebraska School Librarian of the Year by the Nebraska School Librarians Association
Rationale:
The Nebraska School Librarians Association has named Sara Friest from Lincoln Southeast High School the 2021 Nebraska School Librarian of the Year. The award is in its inaugural year and recognizes outstanding work in the school library field. The award’s criteria are based on an individual’s demonstrated creativity and innovation in the profession through instructional opportunities and programming.
EXPLANATION:
Sara Friest from Lincoln Southeast High School has been named the 2021 Nebraska School Librarian of the Year by the Nebraska School Librarians Association.Friest was nominated by Joy Harvey and Emily Jacobs from the Lincoln Public Schools Library Services Department. In their nominations, they said that Friest "has worked hard to make the library an inclusive and fun place for all students." Mandy Peterson from the Nebraska School Librarians Association had this to say when announcing the honor: "Sara is a tremendous example of a modern school librarian and the value school librarians bring to the table. It is evident from the time I was able to spend with her, her coworkers and her students in the school library that she is doing great things. We are wildly proud of her." |

Rationale:
Alissa Cookston from Riley Elementary School was named the 2021 Nebraska Elementary School Physical Education Teacher of the Year by the Nebraska Society of Health and Physical Educators. This organization’s mission is to promote healthy lifestyles through leadership, professional development, and advocacy in the areas of health, physical education, recreation, and dance. It’s a state affiliate of the American Alliance for Health, Physical Education, Recreation, and Dance. Every year, the organization recognizes educators for their exemplary leadership and programming in the categories of health and high school, middle school, elementary, and adapted physical education.
EXPLANATION:
Alissa Cookston from Riley Elementary School was named the 2021 Elementary School Physical Education Teacher of the Year. One of her nominators said this about Cookston: "Alissa provides outstanding curriculum, class management techniques, instructional guidance, including technology use and assessment ideas for future professionals. Alissa is one of the best and takes our profession to the next level. They gain confidence and knowledge of what an outstanding elementary physical education program looks and feels like." |

The Human Resources Division also includes the Office of Risk Management. As such, in addition to the Lincoln Board of Education approving all contractual agreements with employees, all employee benefit issues, all personnel actions, and all other matters within the scope of the Human Resources Division, as part of the Human Resources Matters agenda; the Lincoln Board of Education also must approve the settlement of Workers’ Compensation claims, take action on tort claims filed against the district, and take action on all other matters within the scope of the Office of Risk Management.

Rationale:
March 15, 2021, was the deadline for enrollment option applications to be completed for students wishing to attend school in a district other than the one in which they reside for the 2021-22 school year. 9.2.1. Risk Management Information System #10447
Rationale:
Proposals were requested from interested vendors to provide a Risk Management Information System (RMIS) system, implementation services, and maintenance to replace the current AS400 RMIS system that is over 30 years old. The contract would be effective from January 1, 2022, through December 31, 2027.
Explanation It is recommended that Lincoln Public Schools enter into an agreement with Origami Risk Inc. (Chicago, Illinois). The contract is for a Software as a Service (SaaS) model that includes software, maintenance, training, hardware, and implementation services. This will be an estimated expenditure of $943,150.00 from the Federal and General Funds. Proposal The Board, by approving this agreement with Origami Risk, Inc., is approving the award, the contract documents for this project, and all associated documents related thereto according to the terms and conditions as on file with district records or such other or additional terms and provisions as negotiated and approved by the Associate Superintendent for Business Affairs or a designee, and the Board is hereby delegating to and authorizing the Associate Superintendent for Business Affairs or a designee to sign, execute, and deliver the contract documents and all such related documents, make all contract payments, and to take or cause to be taken any and all other action and sign any other documents as may be necessary to complete the transaction, and to administer, operate, implement, and/or terminate the contract and all associated documents related thereto on a day-to-day basis during this project as contemplated thereby, for and on behalf of this school district, and hereby designates the Director of Purchasing, or another person as selected by the Associate Superintendent for Business Affairs or a designee from time to time as its program administrator under this agreement. |
9.2.2. Lincoln East High School Enhancement & Renovation Project #10445
Rationale:
Sealed bids were received on November 23, 2021, from interested vendors, to provide enhancements and renovations at Lincoln East High School.
Explanation It is recommended that award be made to the lowest responsible vendor meeting specifications: BIC Construction, LLC (Lincoln, Nebraska) $1,459,000.00 Add Alternate # 2 Clerestory Windows will also be included in this project Total $1,502,600.00 There were four other bidders: Rogge General Contractors, Inc. (Lincoln, Nebraska) $1,479,000.00 Genesis Contracting Group, LLC (Lincoln, Nebraska) $1,489,000.00 Perry Reid Construction, LLC (Lincoln, Nebraska) $1,544,000.00 Kingery Construction Co. (Lincoln, Nebraska) $1,560,000.00 A complete tabulation is available in the Purchasing Department. This will be a total expenditure of $1,502,600.00 from the 2020 Bond Fund and other appropriate building funds. 9.2.3. Proposed Mid-Year Adjustments and Memorandum of Understanding with the Transportation Employees Association
Rationale:
The low unemployment numbers in Lincoln, high need and competition for workers with CDLs in multiple industries, and the unique nature of the transportation worker position require LPS to make a mid-year adjustment to the agreement with the transportation workers at LPS. The Lincoln Board of Education has recognized the Transportation Employees Association (TEA) as the exclusive bargaining agent to negotiate salary, fringe benefits, and working conditions for members of the Transportation employee groups. Dr. Standish, Mr. Robley, and Mr. Seybert have worked with the TEA to come up with a Memorandum of Understanding which encompasses a few changes to their current agreement.
Explanation The proposed changes in the Memorandum of Understanding are as follows:
Although not encompassed in the MOU, substitute driver and para pay will increase to the starting pay rates of regular drivers ($23.00) and paras ($14.63).
Proposal That the Board of Education consider and discuss the proposed memorandum of understanding with the Transportation Employee Association.

10.1.1. Newly Annexed Property to the City of Lincoln
Rationale:
The Board of Education assigns school attendance areas to property newly annexed to the City of Lincoln or newly platted. This action establishes school attendance areas prior to the sale of residential lots, allowing purchasers to know what schools their children will attend.
Explanation
The City of Lincoln has annexed four parcels of land, which automatically brings these properties into the district of Lincoln Public Schools. These properties need to be assigned attendance centers so that potential purchasers of homes in this area will know which schools they will be attending: Aster Road and Tallgrass Parkway, Final Plat #21070, for 2021-22 school year: Kooser Elementary School, Schoo Middle School, and North Star High School Reunion Ridge Cup, Annexation Ordinance #21151, for 2021-22 school year: Adams Elementary School, Moore Middle School, Southwest High School Proposal That the Board approve the proposed attendance area assignments of the newly annexed properties.

10.1.2. Board Member Election Districts
Rationale:
Under Sections 79-551 and 32-544, Lincoln Public Schools’ (LPS) seven Board members are elected by wards or election districts. The Lancaster County Election Commissioner, subject to review by the school board is charged with dividing LPS into seven numbered wards or election districts from time to time in accordance with law. The Lancaster County Election Commissioner with the assistance of the LPS Board Redistricting Committee has completed the undertaking and such proposed wards or election districts are now subject to review and action by the entire Board.
Explaination: As a result of the recent Federal Decennial Census and the population changes shown therein, Section 32-552 and other laws require that the seven ward and election district boundaries from which LPS Board members are elected be redrawn. The Lancaster County Election Commissioner, with assistance from the LPS Board Redistricting Committee has redrawn the seven ward and election district boundaries as necessary to meet legal requirements. The maps of the new boundaries of the seven LPS wards and election district for discussion are attached. The attached spreadsheet delineates the population per election district and the deviation from the mean population of 42,465.

16. REQUEST FOR CLOSED SESSION
Rationale:
The Lincoln Board of Education is authorized by state statute to hold a closed session by the affirmative vote of a majority of its voting members if a closed session is clearly necessary for the protection of the public interest or for the prevention of needless injury to the reputation of an individual. The subject matter and the reason necessitating the closed session are to be identified in the motion to close. Closed sessions may be held for, but shall not be limited to, such the subject matter and the reasons set forth in the Proposal section below.

Rationale:
The Lincoln Board of Education is authorized by state statute to hold closed sessions. Closed sessions may be held when clearly necessary for the protection of the public interest or for the prevention of needless injury to the reputation of an individual. Reasons that meet this standard include but are not limited to: (a) strategy sessions with respect to collective bargaining, real estate matters, pending litigation, or litigation which is imminent as evidenced by communication of a claim or threat of litigation to or by the public body; (b) discussion regarding deployment of security personnel or devices; (c) investigative proceedings regarding allegations of criminal misconduct; (d) evaluation of the job performance of a person when necessary to prevent needless injury to the reputation of a person and if such person has not requested a public meeting; and (e) legal advice.
Explanation
At this point, it is appropriate for the Board to meet in closed session for one of the stated matters and/or any other permissible closed session matters in compliance with the law.
