Notice of the time and place of the Lincoln Board of Education meeting was e-mailed to an extensive list of local and regional news media. A mailing list is maintained at the Lincoln Public Schools District Office. A public notice was published in the LINCOLN JOURNAL STAR.
The Lincoln Board of Education is empowered to act on any item listed on the Agenda at any time during the meeting, irrespective of the time or order listed. Pages listed, or further detail, are available upon request. The Open Meetings Act requires and the intention of the Board is that agenda items be sufficiently descriptive to give the public reasonable notice of the matters to be considered at the meeting. 6.1. Pat Janike, Math Teacher at Lincoln High School, has attained National Board Certification by the National Board for Professional Teaching Standards
Rationale:
In 1986, the Carnegie Corporation’s Task Force on Teaching as a Profession released the report A Nation Prepared: Teachers for the 21st Century. The report recommended the establishment of a National Board for Professional Teaching Standards (NBPTS). Starting from a central policy statement, What Teachers Should Know and Be Able to Do, the NBPTS set advanced teaching standards in more than 30 certificate fields. Teachers who apply for National Board Certification will demonstrate their professional skills, knowledge, and accomplishments. National Board Certification is a symbol of professional teaching excellence, a way for the teaching profession to define and recognize highly accomplished practices. A certificate awarded by the National Board attests that a teacher has been judged by his or her peers as one who meets high and rigorous professional standards. Teachers must demonstrate their knowledge and skills through a series of performance-based assessments that include student work samples, videotapes and rigorous analyses of their classroom teaching and student learning. Written exercises probe the depth of their subject-matter knowledge and understanding of how to teach those subjects to their students. Explanation Pat Janike, a mathematics teacher at Lincoln High School, has received National Board for Professional Teaching Standards National Board Certification. Through National Board Certification, Pat has had the opportunity to gauge skills and knowledge against objective and rigorous, peer-developed standards. |
6.2. The Counseling Center at Lincoln Northeast High School has been re-recognized as a model program by the American School Counselor Association
Rationale:
The American School Counselor Association (ASCA) recognizes schools with a comprehensive, data-driven approach to school counseling. The school must have successfully implemented the program and applied for the status from the ASCA, which starts with the question, “How are students different because of what school counselors do?” This year, Lincoln Northeast High School has earned the honor for a second-time, which is officially considered a re-RAMP. Explanation The RAMP designation means a school is a Recognized ASCA Model Program. It’s the culmination of a comprehensive approach to school counseling. Lincoln Northeast High School has goals in place that are based on best practices in their education field and that are showing real results in their classrooms. In one goal, counselors decreased the number of students ‘Not On Track’ to graduate at each of the four grade levels. This effort had been showing results in underclassmen, but the school saw a 19 percent decrease in seniors lacking enough credit hours to graduate. Another goal centered on graduation rates, which have improved by about 15 percentage points over six years. Efforts like these can be lost in data, but to do so would diminish the work by counselors, staff and leadership at the school, not to mention its students who seek an education, help and sometimes motivation. It’s also a testament to teachers and staff believing in students, helping students believe in themselves, and finding ways to bring out the best effort from students. Given that the ASCA’s principle question is ‘How are students different because of what school counselors do?”, the answer is because of Northeast counselors, students are more likely to stay on top of studies, earn full class credit, stay on track to graduate, and graduate on time. |

8.3. Option Enrollment Student Application for 2016-17
Rationale:
On February 23, 2016, the Board adopted a resolution to accept option students for the 2016-17 school year. Applications have been received from students requesting that they be accepted as option students for the 2016-17 school year. Staff recommends that the students referred to in this agenda item be accepted for enrollment as they are in compliance with the Board resolution of February 23, 2016. WHEREAS, the students who have been assigned student numbers 411306, 291648, 411308, 411109, 411467, 205417, 206030, 411609, 279474 (for purposes of confidentiality, assigned numbers are being used) meet one or more of the criteria of the Board resolution of February 23, 2016, with regard to such option students; THEREFORE BE IT RESOLVED that the aforementioned students be accepted as option students on the condition and with the express understanding that all programs, all classes and all buildings of assignment, except as otherwise required by law, shall at all times and from time to time during attendance at Lincoln Public Schools be determined solely by Lincoln Public Schools.

Rationale:
Lincoln Public Schools regulation 5460.1 and Nebraska state law provides that if a student has been expelled from any public or private school, and the student has not completed the terms or time period of the expulsion, the student shall not be permitted to enroll in this school district until the expulsion period from such other school has expired, unless the Lincoln Board of Education approves by a majority vote the enrollment of such student prior to expiration of the expulsion period. 9.2.1. Partnerships For Innovation Grant Application
Rationale:
Partnerships for Innovation (PFI) is a unique statewide consortium in Nebraska created to meet the requirements of the 2006 Carl D. Perkins Career and Technical Education Act. The Partnerships for Innovation is a collaboration of Nebraska secondary and postsecondary partners focused on building a better statewide system of Career and Technical Education (CTE) to improve student learning and better meet economic development priorities. PFI will do this by introducing innovation in CTE delivery systems to include Career Academies, professional development, and programs of study with coordinated curriculum between secondary and postsecondary education providers. The grant application would primarily fund teacher workshop attendance and substitute time to accomplish this development work and implementation of the program with TCA students and their families. Materials will be developed for online and written communication and shared with other academies across the state for work with their community colleges as well. LPS in-kind services, curriculum support, and supplies would be provided through the Career and Technical Education Department program funds or TCA funds. There is no required funding match. The grant application is due March 30, 2016. |

Sealed bids were received from interested vendors for the construction of an eight-classroom addition, security entrance, restrooms, interior renovations of existing classrooms, and resource rooms. Rationale:
The Juvenile Justice Prevention Fund provides approximately $400,000.00 annually in a combination of city and county human services funding meant to address needs identified in the Lancaster County Comprehensive Juvenile Justice Services Plan through prevention programming. Direct services must be proposed for youth at high risk of dropping out of school, youth who have come into contact with law enforcement, or youth at risk of homelessness. |

Rationale:
Policy 6130 provides for a voluntary summer school program. Lincoln Public Schools offers a variety of summer learning options for students at all levels. Each year the summer opportunities for students are reviewed for the coming summer in order to provide an overview for the Board of Education, and to serve as a reminder to our public audience that the registration process is beginning. High School (Grades 9-12): The high school program will be a six-week session housed at North Star High School for general education, ELL, and special education classes – May 25, 2016, through July 7, 2016. -- Early childhood services will be for children with disabilities ages birth to 3 who receive continuous year services as included in their Individualized Family Service Plan (IFSP) as well as for children with disabilities who remain on an IFSP and are currently attending the district’s center based preschool program. In addition, Extended School Year Services (ESY) will be available for children with disabilities who participate in the district’s center based preschool program who have demonstrated regression in critical skills. NDE Flexible Funding for Early Childhood will also be utilized to create inclusive preschool opportunities. Early childhood services will be available at selected sites during June and July. -- Summer elementary literacy/numeracy programs funded by an NDE Flexible Funding Grant will be offered at multiple sites in the district. -- Middle school instrumental and vocal music camps for middle school students and an elementary vocal music camp for 5th grade students. -- A limited summer technology program for upper elementary and middle school students.
