Description:
A budget amendment was approved by the Board on June 29, 2020 for the fiscal year 2020 in anticipation of changes resulting from ESSER/COVID adjustments. At the time, an exact amount was unknown as information had not been released by TEA; therefore, the Board approved amending function 91 (recapture), or any other expense line necessary, to cover any overages up to the amount of grant funding to be received ($57,569).
The audit that was prepared and presented to the Board in October did not include the amendment necessary to balance function 91 ($29,000), an oversight the Business Manager identified upon further review while entering the auditor's adjusting entries. The audit now reflects the necessary budget amendment, and no function is in excess of the amount budgeted. This change is refelcted in Schedule G-1 and Note T of the audit. A new Certificate of the Board requires approval. |

Perdue Brandon audited and appealed the 2015 PVS values, which impact the 2016-2017 school financing and recapture profile. The initial T2 value was $284,765,410. The appealed value was $279,677,034. This change affected the outcome of the state aid received and recapture owed for the 16-17 year as follows:
Aide before $320,349 Aide after $269,122 Loss of $ 41,227 (overpayment) Recapture before $120,890 Recapture after $ 73,167 Savings of $ 47,723 (overpayment) Net Gain +/- $6,494 Perdue is compensated at a rate of 7.5% of the recapture amount saved. $47,722 x 7.5% = $3,579 Gain $6,494 Atty Fee - $3,579 Net $2,915 |
