The Board encourages comments from citizens at its regular meetings.  At the regular
Board meetings, up to 45 minutes shall be allotted for the benefit of those who desire to
address the Board.  This is an opportunity for individuals to express their interests,
concerns, and opinions.  Presentations are to be in the form of a statement and limited to
five minutes per speaker.  Delegations of more that five persons shall appoint one
individual to speak on behalf of the group.
